Procurement of Anti-retroviral drugs, Test Kits and Laboratory Supplies

• This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue of 29th March, 2006.

The Government of South Sudan has received a Grant from the Multi Donor Trust Fund (MDTF) that is managed by the World Bank towards the cost of the South Sudan HIV/AIDS Project and intends to apply part of theproceeds of this grant to payments under the Contracts for Procurement of Anti-retroviral drugs, Test Kits and Laboratory Supplies, to be co-financed by the Government of South Sudan.

• The Ministry of Health of the Republic of South Sudan now invitessealed bids from eligible bidders for assorted Items categorized in three   Lots as follows:

Lot 1:   Anti-retroviral drugs

Lot 2: Test Kits, Reagents and Laboratory Diagnostics

Lot 3: Laboratory Supplies

Interested Bidders may bid f o r one or more of the lots provided the bidder, satisfies the cumulative qualification criteria including, among others,   financial, managerial and technical capacity to supply the respective lots he bids for. Interested Bidders are required to quote for all the items in each Lot offered.

• Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits 2004; revised 2006 and are open to all bidders from Eligible Source Countries as defined in the Guidelines.

• Interested bidders may obtain further information and obtain thebidding Documents at the address given below from 0900hrs to 1500hrs local time, from Monday to Friday exclusive of public holidays starting  20th April 2012

• A complete set of Bidding Documents, in English Language, may be viewed, and purchased by interested bidders on the submission of a written application and payment of non refundable fee of US$ 50.00, regardless of the number of Lots applied for, to the address below. The method of payment will be cash or International Money Order in favor of MDTF – HIV/AIDS; Acc No. 0100000680685 Stanbic Bank, Nairobi, Kenya (main branch) . Bank charges are to be bornby the bidder. The bidding document may be sent by e-mail upon request by the bidder and confirmation that the bidder's email address is working properly. The Ministry of Health will not be responsible for thebidder's failure to receive the bidding document on time if the bidder's email address is not working properly.   The bidder's request should state the Name of the Company, Full Physical Address, Contact Person & Telephone, e-mail address.

• Bids in sealed envelopes must be delivered to the address below in person or by courier on or before 3.00pm East African time, Friday, 11 th      May, 2012. Electronic bidding will NOT be permitted. Late bids will be rejected. Bids will be opened in thepresence of the bidders' representatives who choose to attend in person at the address below.

• All bids must be accompanied by a properly filled, signed and stamped Bid Securing Declaration in the format prescribed in section VIII (5) of the Bid Document.
