The Government of the Republic of Zambia through the Ministry of Commerce, Trade and Industry (MCTI) and Ministry of Infrastructure, Housing and Urban Development (MIHUD) (The Purchaser is Combined Procurement using funding from ZATP II and TRACER Project) has received financing in form of a Credit from the World Bank’s International Development Association (IDA) toward the cost of the Zambia Agribusiness and Trade Project (ZATP) II and TRACER Project, and it intends to apply part of the proceeds of the credit toward payments under the contract for “Supply and Implementation of an Electronic Cargo Tracking System (ECTS)” for the Zambia Revenue Authority (ZRA)”.

• The Ministry now invites sealed bids from eligible Bidders for the “Supply and Implementation of an Electronic Cargo Tracking System (ECTS)” for the Zambia Revenue Authority (ZRA)”as follows:

LOT 1 - Supply and Implementation of an Electronic Cargo Tracking System (ECTS)

• Bidders may bid for one (1) or several lots, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid.

• Bidding will be conducted through Open Competitive Bidding (International), and will follow World Bank’s Procurement Regulations (February 2025 version) and is open to all Bidders from all eligible countries.

• Interested eligible Bidders may obtain further information from the Procurement and Supplies Unit and inspect the bidding document during office hours from 08: 00hrs to 13:00hrs and 14:00hrs to 17:00hrs from the office of the Head – Procurement and Supplies Unit, MCTI, New Government Complex, Nasser Road, Lusaka, Zambia.

• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of K1,000.00.

• Bids must be delivered to the address below on or before 31st October 2025 at 10:00 hours Zambian Local Time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

• All Bids must be accompanied by a bid security of 2% of the bid amount.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s Beneficial Ownership Disclosure Form as included in the bidding document.
