- The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Education for Skills and Employment (EASE) and intends to apply part of the proceeds toward payments under the contract for procurement for Procure computers and accessories for PTCs. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
- The Ministry of Labor and Skills now invites sealed Bids from eligible Bidders for Support TVET reform policy through building the capacity of the Regional Center of Competencies through the provision of computers and accessories for PTCs, which is intended to be delivered within four months. No margin of domestic preference shall apply. Bidders are required to meet the following criteria:
| Financial Capabilities | The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member; |

| Specific Project Experience | The Bidder shall demonstrate that it has successfully completed at least two (2) contracts, each with a value of at least US$ 1.6 million, or one (1) contract with a value of US$ 3.2 million within the last three (3) years; that are similar in nature and complexity to the Goods and Related Services under the Contract. |

- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing, Goods, Works, Non-consulting and Consulting Services, March 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60%, and for Bid cost: 40%.
- Interested eligible Bidders may obtain further information from Ministry of Labor and Skills (MoLS), Education and Skills for Employability Project (EASE), Haftom Gebregziabher/ Ayenalem Alembo, [email protected]/ [email protected] and inspect the request for proposals document during office hours from 8:30 - 12:30 hours Ethiopian Time and 13:30 - 17:00 hours Ethiopian Time from Monday to Friday at the address given below.
- The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100.00 or ETB 15,500.00 or equivalent in a freely convertible currency. The method of payment will be in cash payment with CBE account 1000461142331 by the name Ministry of Labor and Skills-Education and Skills for Employability Project. The document will be sent by e-mail or proposers can collect it in person from the Ministry of Labor and Skills, EASE project office.
- Bids must be delivered to the address below on June 19, 2026 at 14:30 hours Ethiopian Time. Electronic procurement will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on June 19 2026 at 14:30 hours Ethiopian Time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.”
- All Bids must be accompanied by a Bid Security as appropriate of USD 25,000.00 (USD Twenty Five thousand only) or ETB 3,875,000.00 (ETB Three million eight hundred seventy five thousand only) or equivalent in a freely convertible currency.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
