Assignment Title: Consultancy for the Procurement of Data Center Migration Equipment and Provision of Migration Services for the Ministry of Information and Communication Infrastructure

The Government of The Gambia has received financing from the World Bank toward the cost of the Gambia Fiscal Management Development Project, the Directorate of Public Private Partnership Enterprise (DPPPE) anchored within the Ministry of Finance & Economic Affairs (MoFEA) is the lead implementing agency of the project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include; to provide expert/professional services for the procurement of the needed hardware & software for the MOICI e-Government Data Center and also to migrate all its associated services to the GAMTEL NBN Private Cloud.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Ministry of Finance & Economic Affairs now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

The GAMTEL NBN Private Cloud has been implemented by Huawei, based on purely Huawei technologies, Huawei Private Cloud (FusionCloud). Thus, the would-be Consultant or Consultancy Firm is expected to be quite comfortable with Huawei technologies, especially (FusionCloud) technology.

In addition, the Consultant or Consultancy Firm must demonstrate a proven track records and experiences in delivering similar or related assignment. The Table below is the proposed minimum team composition of the Consultant or Consultancy Firm with associated requirements / responsibilities:

Qualifications of the Consultant or Team Members of Consultancy Firm

|

  • Bachelors/Masters/PhD degree in any of the following fields: IT, ICT, Telecommunications, Cloud Computing, Virtualization Technology or Computer Science/Engineering or related.

|

  • Any other post graduate degree in any of the following fields: IT, ICT, Telecommunications, Cloud Computing, Virtualization Technology or Computer Science/Engineering or related will be of added advantage

|

  • High national diploma, certificate or professional certification(s) in any of the following fields: IT, ICT, Telecommunications, Cloud Computing, Virtualization Technology or Computer Science/Engineering or related will be an added advantage.

Knowledge & Skills Requirements

|

  • Demonstratable knowledge and skills in Rack, Blade and other Server platforms and technologies;

|

  • Demonstratable knowledge and skills in Virtualization Technologies including ESXi and Fusion Sphere etc;

|

  • Demonstratable knowledge and skills in Windows OS, Linux Operating Systems and Firewalls Setup and Configurations;

|

  • Demonstratable knowledge and skills in Storage/Backup Servers and Tools;

Competence & Experience

|

  • Proven technical, project and team management skills;

|

  • A minimum experience of at least ten (10) years working on similar assignments on Huawei Data Center/Cloud Migration;

|

  • Seven (7) years of experience in developing, implementing, deploying and/or operating data center and/or cloud computing environment, must importantly Huawei products/technologies; and

|

  • Have extensive experience with government Enterprise Architecture, whole of government digital platforms, clouds, data centers or disaster recovery; interoperability, cross-sector shared infrastructure/services; and

|

  • Familiarity with a variety of related engineering issues, such as data center/cloud management, systems administration, software development, IT/ICT security, databases/data management and network engineering;

|

  • Must possess good communication skills in English and Work Ethics

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: on conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.

TERMS OF REFERENCE

Consultancy for the Procurement of Data Center Migration Equipment and Provision of Migration Services for the Ministry of Information and Communication Infrastructure – The Gambia

  • Background

The Ministry of Information and Communication Infrastructure (MoICI) as the arm of Government mandated to oversee everything that says ICT and spearhead all Government ICT activities in the country and wider, in responding to its vision statement, that is ‘ A Gambia with the requisite infrastructure and enabling policy framework that ensures full connectivity of everyone to ICT services’, in 2010, initiated a fully-fledge national e-Government program with three (3) phase 5 years implementation plan.

In the first phase of the national e-Government program implementation plan, an e-Government Data Center was established, hosting host of government critical systems, applications and e-Services including, the government (.gov.gm) email system and Web Portals for Ministries, Departments and Agencies (MDAs) of Government etc.

The national e-Government program has been followed by series of ICT policies, strategies and regulations/legislations that would provide an enabling policy/regulatory environment so as to be able to facilitate and promote the development of a robust, scalable, reliable, available, affordable and accessible modern information and communication infrastructure that would breed an effective and efficient service delivery platform/ system through institutionalized planning and systemic structures.

The national e-Government program supported by those series of ICT policies, strategies and regulations/legislations have immensely contributed into the measurable and recognizable growth of the country’s ICT sector including increased internet penetration rate, higher ICT diffusion rate and the adoption of new digital platforms, systems, applications and e-Services and ultimately proliferated the ICT uptake in the country.

As a result, the demand for hosting and storage has greatly increased over the years, particularly at Government level, both central and local government. This increased in demand stretched the MOICI e-Government Data Center to its capacity limited (both hosting and storage capacity limits) plus unreliable electricity power supply at the Data Center. Thus, the e-Government Data Center cannot scale up to meet the current pending demand for hosting, storage and its associated electricity needs due to budgetary and financial limits.

To respond to the current pending demand for hosting, storage and its associated electricity needs of the Data Center, MOICI decided to migrate and ultimately transition from its current e-Government Data Center to the GAMTEL NBN Private Cloud, which has more storage and hosting capacity with higher availability, reliability, security and better electricity power supply services.

To migrate the MOICI Data Center, series of discussions on the feasibility of such migrations and a casual study was done between parties involved, in which the outcome of the study indicated that for the migration to be possible some additional hardware and software such as; Storage Server, Backup Server and other related equipment must be procured first, as it is not in the current setup of the GAMTEL NBN Private Cloud, which was designed initially to only serve GAMTEL’s internal hosting and storage needs.

This Terms of Reference (ToR) is to sough for a consulting firm or a consortium of consultants (henceforth ‘Consultant’) to; procure the needed hardware & software for the MOICI e-Government Data Center migration and as well as provide the needed migration solution and services, as indicated in section (3) & (4) of this ToR.
