Contract Title: Acquisition of ELECTROMAGNETIC RADIATION TOOLS FOR THE PUBLIC UTILITY REGULATORY AUTHORITY PURA

• The Government of The Gambia has received financing from the World Bank toward the cost of The Gambia Fiscal Management Development Project and intends to apply part of the proceeds toward payments under the contract: Acquisition of Electromagnetic Radiation Tools.

• The Gambia Fiscal Management Development Project now invites sealed bids from eligible bidders. The following are the main technical specifications of the Electromagnetic Radiation Measurement Network:

• Sensor Type: Root Mean Square and Isotropic

• Probes: ISO 17025 accredited calibration certificate or equivalent

• Interchangeable probes with several frequency ranges:

• Broadband field probe 100 kHz – 7 GHz

• Broadband field probe at selected Mobile Technology Band for GSM, 3G, LTE, WiFi and FM including but not limited to 800-900. 1800-1900, 2100, 2600 MHz

• And other field probes up to 40 GHz for future needs

• Broadband field probe for selected WiFi frequencies, 3.4, 2.4 GHz

• Sampling frequency: 1 measurement per second

• Operating temperature: - 0°C to + 8°C

• Weight: Maximum 10 kg

• Compliance Standards: ITU K.83 and K.113

• Tripod: Horizontal extension arm for EMF measurement

• Transport cover

• Alarm: Audible and visual alarms & notification by email

• Power supply: 12 volt DC, AC Charger, Cable connection to vehicle

• Solar panel to recharge the internal battery.

• EMF mapping software with the following features

• Compatible with Windows operating system

• No license limitation for users

• Create your own EMF map

• Support EMF drive test

• Auto geo-reference feature for creating image file maps

• High accuracy internal & embedded GPS

• Gradation colors depending on EMF scale

• Be able to integrate an eternal GPS

• Data downloading Geo-referencing data in access, CSV and KML format for 3D EMF map visualization

• Coding Editable scale: by color and values.

The delivery and project implementation is at the Premises of the Public Utility Regulatory Authority (PURA). The delivery period is three months from contract award.

• Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

• Interested eligible bidders may obtain further information from the Procurement Specialist, Gambia Fiscal Management Development Project during office hours Monday to Thursday from 8am- 4pm and Fridays from 8am to 12:30pm at the address given below or by email at [email protected] and [email protected]

• A complete set of bidding documents in English may be obtained free by interested eligible bidders from the address below or via email. The document will be sent by Electronic as well as hardcopy if requested by the bidder.

• Bids must be delivered to the address below on or before 14 February 2022 at 12:30 GMT. Electronic bidding will be permitted. Late bids will be rejected. Bids will be publicly opened electronically via online link in the presence of the bidders’ designated representatives and anyone who choose to attend, will be provided with a link for the opening session.

• All bids must be accompanied by a “Bid-Securing Declaration. (Form enclosed within the bid document).
