REPUBLIC OF THE GAMBIA MINISTRY OF HIGHER EDUCATION, RESEARCH, SCIENCE AND TECHNOLOGY Opposite Gambia Chamber of Commerce &Industry (GCCI) Building Senegambia Highway, Bijilo, The Gambia Specific Procurement Notice Request for Bids Goods (One-Envelope Bidding Process) Country: The Republic of the Gambia Name of Project: Second Africa Higher Education Centers of Excellence for Development Impact Contract Title: Procurement of Laboratory Equipment for USET Engineering Programmes Grant No.: IDA-D5350 RFB Reference No.: MoHERST/STEE/ACEIMPACT/GS/006 • The Government of The Gambia has received financing from the World Bank and Global Partnership for Education toward the cost of the Second Africa Higher Education Centers of Excellence for development Impact, and intends to apply part of the proceeds toward payments under the contract[1] for the Procurement of Laboratory Equipment for USET Engineering Programmes: “For this contract, the Borrower may process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

• The Projects Coordination Unit, Ministry of Basic and Secondary Education now invites sealed bids from eligible and qualified bidders for supply of Laboratory Equipment for USET Engineering Programmes, to be procured in four indivisible lots : LOT1: Civil Engineering LOT2: Electrical/Electronic LOT3: Mechanical LOT4: Innovation Lab 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible bidders may obtain further information from the Projects Coordination Unit, Ministry of Basic and Secondary Education, Willy Thorpe Place Building, Banjul, The Gambia. pm.pcu@edugambia.gm and inspect the Bidding Documents at the address given below (2) from 8.00 a.m. to 16.00 p.m Mondays to Thursdays and 08:00am to 12:30 p.m Fridays [2] 5. The[3] bidding document in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[4] of USD 400.00 (Five hundred dollars) or GMD 20,000-dalasi equivalent.

The method of payment is physical cash.[5] The document will be sent by email.[6] 6. Bids must be delivered to the address below on or before 4th August 2022. Electronic Bidding will not be permitted. Late Bids will be rejected.

Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 4th August 2022 at 12:30. 7. All Bids must be accompanied by a “Bid Security” of USD 24,500.00 (Twenty-four Thousand, five Hundred Dollars only) for all four lots or LOT1: USD 7,000.00 LOT2: USD 6,500.00 LOT3: USD 7,000.00 LOT4: USD 4,000.00 for each lot or an equivalent amount in a freely convertible currency.

• Paragraph 8: “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.” 9.
