Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: Ethiopia Name of Project: Education and Skills for Employment Project (EASE) Contract Title: Procurement of EV and Hybrid Vehicle Lab Training Equipment and Accessories Loan No./Credit No./ Grant No.: IDA-74200 RFB Reference No.: ET-MOLS-545746-GO-RFB • The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Education for Skills and Employment (EASE), and intends to apply part of the proceeds toward payments under the contract for procurement of Procurement of EV and Hybrid Vehicle Lab Training Equipment and Accessories to the Ministry and TVET Bureaus and institutions. 2. The Ministry of Labor and Skills now invites sealed Bids from eligible Bidders for Procurement of EV and Hybrid Vehicle Lab Training Equipment and Accessories to the Ministry and TVET Bureaus and institutions which is intended, delivered within six months. No margin of domestic preference shall apply. Bidders are required to meet the following key criteria: | |

The Bidder shall submit audited financial statement for the last 3 years prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member. |

Specific Experience |
The Bidder shall demonstrate that it has successfully completed at least two (2) contracts, each with a minimum value of US$ 3,500,000 (US$ Three Million five hundred thousand) or its equivalent, or at least one (1) contract with a minimum value of US$ 7,000,000 (US$ Seven Million) or its equivalent; within the last four (4) years prior to the bid submission deadline. All contracts must have been successfully and substantially completed and must be similar in nature and complexity to the Goods and Related Services required under this Contract. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing, Goods, Works, Non-consulting and Consulting Services, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.”. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % and for Bid cost: 40 %. 5. Interested eligible Bidders may obtain further information from Ministry of Labor and Skills (MoLS) Education and Skills for Employment (EASE), Haftom Gebregziabher / Ayenalem Alembo /, haftomease@gmail.com / alemdoda@gmail.com and inspect the request for proposals document during office hours from 8:30 hours - 12:30 hours Ethiopian Time and 13:30 hours - 17:00 hours Ethiopian Time from Monday to Friday at the address given below. 6. The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100.00 or ETB 16,000.00 or equivalent in a freely convertible currency. The method of payment will be in cash payment with CBE account 1000461142331 by the name Ministry of Labor and Skills-Education and Skills for Employability Project. The document will be sent by e-mail or bidders can collect it in person from the Ministry of Labor and Skills, EASE project office. 7. Bids must be delivered to the address below on June 19, 2026 at 14:30 hours Ethiopian Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on June 19, 2026 at 14:30 hours Ethiopian Time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 8. All Bids must be accompanied by a Bid Security of US$ 90,000.00 (US$ Ninety thousand only) or ETB 14.40 million (Ethiopian Birr Fourteen million four hundred thousand only) or equivalent amount in a freely convertible currency. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
