REPUBLIC OF THE GAMBIA Ministry of Basic and Secondary Education Willy Thorpe Place Building, Banjul The Gambia REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) The Gambia Global Partnership for Education Emergency Education COVID – 19 Response Project. Grant No.: TF-B3371 Assignment Title: External Auditor for the Audit of Financial Statements for the ACE Impact Project Reference No. MoBSE/GPE/EECRP/CS/C4/015 The Ministry of Basic and Secondary Education through Ministry of finance and Economic Affairs has received financing from the World Bank in the amount of USD 3.46 million toward the cost of Emergency Education COVID – 19 Response Project, and intends to apply part of the proceeds for consulting services.
The Project was approved on the August 2020 and will be closing on the 31st November, 2021 The consulting services (“the Services”) includes to verify that the financial statements have been prepared in accordance with International Public Sector Accounting Standards. The financial statements should include: • A Statement of Receipts and Expenditures (Sources and Uses of Funds), showing the Bank balances. • A Uses of funds Statement by Project Component for each project showing current year and accumulated funds of each component of the project. • A summary of expenditures shown under the main project headings and by main categories of expenditure, both for the current fiscal year and accumulated to date. • A Summary of the principal accounting policies that have been adopted, and other explanatory notes; • A comprehensive list of all assets purchased, with given dates, values and condition of the asset The audit will cover the project’s financial position as of the period ending 30th December 2021, and of the income and expenditure for the accounting period ending on that date.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Qualifications and Experience of the firm; 50% Relevant experience of the firm, 30% Technical and Managerial capability of the firm 20% Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the Procurement Regulations.
