The Government of the Republic of Angola (GoA) has received financing from the World Bank, along with co-financing from the French Development Agency (AFD), toward the cost of the Electricity Sector Improvement and Access Project (ESIAP), and intends to apply part of the proceeds for consulting services.

At the request of the Government of Angola (“GoA”), the World Bank (“IBRD”) is considering financing the Huila-Cunene Interconnection Project (“PIHC”) with the overall development objective to extend power transmission capacity to the southern regions of Angola currently not integrated in the national grid and further into the sub-region as described below.

Within the scope of PIHC, the project will support the development, under a Private-Public-Partnership (“PPP”), of the 400kV transmission line to interconnect Angola to the Southern African Power Pool (“SAPP”), namely, the Angola-Namibia interconnector. The Angola-Namibia interconnector consists of approximately 161 km of 400 kV transmission line, of which c. 131 km is in Angola and stretches from Cahama to the Namibia border (the “Project”). In Namibia, the scope of works includes c. 30 km line from the border to the existing Kunene substation that will be developed by Namibia.

The Project will be privately financed, under a project finance structure, and entails a transmission concession in Angola and transmission service agreement with Rede Nacional de Transporte de Electricidade (“RNT”). To achieve this goal, the GoA intends to competitively select an experienced lead sponsor to further develop, finance, build and operate the Project (“the Strategic Partner”). The successful Consultant (the “Transaction Advisor” or the “TA”) will support RNT, the relevant ministries and the GoA’s evaluation Commission, in the initial structuring of the Project. In particular, the TA will support the execution of the following stages: Project structuring (including supporting in discussions with Namibian counterparts), preparation of Project data room, selection of the Strategic Partnernegotiations of Project documents and obtaining any required government approvals.

The Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • General Experience of not less than 10 years in providing Transaction Advisory services to public sector in structuring public private partnerships (PPP) in infrastructure, financed under a project finance approach. .
  • Specific experience in advising at least 4 projects structured as PPPs and financed for infrastructure projects based on project finance of which 2 projects in sub-Saharan African countries of similar context, in the last 10 years.

Key Experts will not be evaluated at the shortlisting stage.

Note: The ESIAP reserves it’s right to verify submitted references and use obtained information for evaluation purposes.

The implementation period is 12 months.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex and will not be affected by the limit of 30 pages.

A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated November 2020 “Consultant’s Quality and Cost-based Selection (QCBS) method”.
