- The Government of The Gambia has received financing from the World Bank toward the cost of the Construction of the Neonatal Intensive Care Unit at the Edward Francis Small Teaching Hospital. and intends to apply part of the proceeds toward payments under the contract for Construction of the Neonatal Intensive Care Unit at the Edward Francis Small Teaching Hospital. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
- The Projects Coordination Unit, Ministry of Health, now invites sealed Bids from eligible Bidders for Construction of the Neonatal Intensive Care Unit at the Edward Francis Small Teaching Hospital The construction works include rehabilitation works to the ground floor (labour and maternity block); new works to the proposed NICU at first floor level, and miscellaneous external works. More specifically, the services installation component of the Works comprise:
- upgrade selected services to the existing ground floor (labour and maternity block);
- install electricity and water services including connections to national grids and backup services including generator, solar, transfer & pressure pumps, water storage tanks, and so on;
- procure and install HVAC and medicinal gases systems;
- provide fire and smoke detection systems, earthing, lighting protection and all other systems for adequate protection;
- provide oversite to ensure first fix installation carried out by other party meets services requirements The period for installation of services is 3 to 5 months.
The required qualifications for bidders are:
- Five (5) years’ experience in the construction sector specifically in installing MEP services;
- At least three (3) construction projects involving provision of MEP services completed over last ten (10) years with contract sums in excess of three hundred and fifty thousand US dollars (US $350,000), experience with medical facilities and installation of HVAC and medicinal gases preferred;
- Average annual turnover of five hundred thousand US dollars (US $500,000) over last five (5) years;
- Liquid assets or lines of credit from banks, suppliers and others of three hundred and fifty thousand US dollars (US $350,000) exclusive of any other current commitments.
- Capacity to complete construction works within specified construction period of 3 to 5 months. No margin of preference shall be applied.
Bidders should submit a Tax Clearance Certificate from the Gambia Revenues Authority as applicable
Bidders should note Withholding Tax will apply.
Bidders should note Duty Waiver will be granted provided selected Contractor is in possession of valid tax clearance certificates.
Bidders should note site will be shared with another contractor.
Bidders should note limited on-site space for materials storage and construction activities with restricted access for heavy machinery off Ebou Conteh (Telegraph) Road.
Bidders should note health services in the Labour & Theatre Block on the ground floor will be on-going during the construction period, with attendant requirements for continuity in water, electricity and other MEP services as well as control of noise, vibrations, dust, etc..
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

- Bids must be delivered to the address stated in Item 4 on or before 12:00, 11 September 2023. Electronic Bids will be received and opened only if evidence that the hard copy was dispatched by courier before the bid submission deadline is received. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address in Item 4 on 12:30, 11 September 2023 Bidders should also submit electronic copy of Bids in a USB data stick
Where there is conflict between the hard copy and the electrical copy the hard copy will prevail
- All Bids must be accompanied by a Bid Security of ten thousand United States dollars (US $10,000) or six hundred thousand Gambian dalasi (GMD 600,000)
- All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
