Assignment Title: Consulting Services for the Development of an Electricity Grid Code of The Gambia.

Republic of the Gambia has received financing from the World Bank toward the cost of the Electricity Restoration and Modernization Project (GERMP), and intends to apply part of the proceeds for Consulting Services for the development of an Electricity Grid Code of The Gambia.
As part of the World Bank’s support to The Gambia’s Energy Sector through Gambia Electricity Restoration and Modernization Project (GERMP), the Ministry of Petroleum and Energy has been allocated funding under the institutional support component for the development of an Electricity Grid Code for The Gambia to support the integration of renewable energy and imports, as well as set quality standards.
As a regulator for the electricity sub-sector, the Ministry deems it appropriate for the Public Utilities Regulatory Authority (PURA) to take the lead in this activity which will kick start by drafting the terms of reference (TOR) for the assignment. The total installed capacity in the sector stands at 154MW with various levels of availability through the year owing to plant maintenance and engine breakdowns.
Scope of the Services
This consultancy will involve considerable review and analysis of the existing energy network in The Gambia. It will also consist of interviews and consultations with key stakeholders involved in the energy sector process(es): Review recently commissioned projects, e.g. OMVG, and other relevant domestic projects.
The consultant will develop a complete National Grid Code that will cover Distribution and High Voltage network and ensure the associated capacity building.
Task 1 – Grid Code consisting of the following sub-codes:
- General Conditions and Glossary/Definitions
- Planning Code
- Connection code
- Operation Code
- Metering code Task 2 – Capacity Building
The Consultant services will include knowledge transfer and training on the areas covered by the codes part of a capacity building program for energy sector actors (MoPE, TGSB, NAWEC, PURA, WAPP and ERERA) on good practices on the content of the national grid code and its enforcement.
To this end, MoPE, TGSB, PURA, NAWEC and WAPP Secretariat will each designate two (2) staff, and one (1) staff per institution will be designated by the Minister of Finance and Economic Affairs (MoFEA), to participate in the training.
The consultant shall deliver a 2- weeks training program to identified staff from PURA, TGSB, MOPE & NAWEC on the draft grid code including T&D distribution planning & integrating VRE.
This training will be in English. The Consultant's proposal shall include details cost of the training program in his proposed cost and shall relieve the Client of any costs associated with the organization of the training.
The Consultant's proposal shall also contain the approach and methodology that the Consultant intends to use to achieve effective transfer of knowledge to the participants.
The project will have a total time for execution of six (6) months.
National Water and Electricity Company Limited (NAWEC) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
• Good understanding of operation and experience in the development or revision of the electrical system network codes (Transmission and Distribution).
• Experience in drafting network code provisions.
• Expertise in operation of synchronously interconnected power systems, modelling of power systems and operational security analysis, connection studies, protection system, integration of renewable energy, energy, and power metering.
• Knowledge and experience on international best practices in procedures, performance standards and technical requirements for the connection and connection of variable renewable energy.
• Relevant local experience on the context of the energy sector in The Gambia would be an advantage.
• Relevant experience on the context of the energy sector in West Africa or in Africa
• Jurist and Legal experience and exposure.
The Consultant must demonstrate that it has necessary experience and capacity to successfully perform the assignment.
The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017 and July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality-And-Cost Based Selection method set out in the Procurement Regulations.
