• The Government of Sierra Leone through the Ministry of Transport & Aviation has received financing from the World Bank toward the cost of the Connectivity & Agricultural Market Infrastructure Project, and intends to apply part of the proceeds toward payments under the contract[1] for Procurement of Procurement of Six Vehicles for Project Coordination & Implementation Unit (Two Station Wagon & Four Double Cab Pick-up).

• The Project Coordination and Implementation Unit (PCIU) now invite sealed Bids from eligible bidders who can demonstrate Technical and Financial Capabilities for the Procurement of Six Vehicles for Project Coordination & Implementation Unit (Two Station Wagon & Four Double Cab Pick-up).

• Bidding will be conducted through National Competitive Bidding (NCB) procedures specified in the National Public Procurement Act 2016 and is open to all eligible bidders as defined in the manual and Procurement Regulations for IPF Borrowers July 2016 Revised September 2023.

• Bidders shall quote for all items as required in the Bid Document. Bids will be evaluated and contract will be awarded to the Bidder meeting the required qualification criteria. Interested eligible Bidders may obtain further information from PCIU, Email: [email protected] and inspect the bidding document during office hours 09:00 hours to 15:00 hours at the address given below.

• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and payment of a nonrefundable fee of Three Thousand Leones (NLe 3,000.00) or in a convertible currency. Payment for the Bidding Document must be made to the account below and the Bank Slip presented to the Finance Unit of the Project Fiduciary Management Unit.

• Bids must be delivered to the address below on or before 11:00 a.m on Friday 28th March, 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 11:00 a.m on Friday 28th March, 2025.

• All Bids must be accompanied by a Bid Security in the amounts indicated above or its equivalent in a freely convertible currency. The Bidder shall seal the original and each copy of the bid, in separate envelopes, duly marking the envelopes as “ORIGINAL (1)” and “COPY (3).” The envelopes shall then be enclosed in an outer envelope and sealed.
