Specific Procurement Notice Template Request for Bids Goods (Two-Envelope Bidding Process) RFB Reference No: WARDIP-F-003-2025 Name of Project: West Africa Regional Digital Integration Program GW Client: West Africa Regional Digital Integration Program GW Contract Title: Mobile Radio Spectrum Monitoring System (SMMER) Updated Credit No: IDA P176932 E 2610GW Country: Guinea-Bissau Date: 27 November 2025 • The Guinea-Bissau has received financing from the World Bank toward the cost of the West Africa Regional Digital Integration Program (WADIP) Guinea-Bissau, and intends to apply part of the proceeds toward payments under the contract for Acquisition of a Mobile Radio Spectrum Monitoring System (SMMER). • The West Africa Regional Digital Integration Program GW now invites sealed Bids from eligible Bidders for Mobile Radio Spectrum Monitoring System (SMMER): Mobile Radio Spectrum Monitoring System, Desktop Workstations, Server … • This contract includes Related Training Services, the goods and services will be delivered, installed and executed in Bissau, Guinea Bissau. • Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” from the World Bank September 2025 Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. • Interested eligible Bidders may obtain further information from West Africa Regional Digital Integration Program GW; Aníbal Fernando Braima Delgado Balde; Email address : : anibaldee@gmail.com Cc: aaronerrachid@outlook.com, severianogomes72@gmail.com and inspect the bidding document during office hours 09h00 to 17h00 hours at the address given below: Bairro Penha «Bra», Trás de «Obras de Nino», City : Bissau, Country : Guinea-Bissau. • The bidding document in English may be purchased free of charge by interested eligible Bidders upon the submission of a written application to the address below.

Electronic Bidding will not be permitted.
Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below Bairro Penha «Bra», Trás de «Obras de Nino», City: Bissau, Country: Guinea-Bissau on 03 February 2026 at 11hr00 a.m GMT. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. • All Bids must be accompanied by a Bid security of 40 000 USD. • A Performance Security shall be required.
