Republic of Malawi Ministry Of Education REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES– INDIVIDUAL SELECTION) Name of Country : MALAWI Name of Project : Skills for A Vibrant Economy Project (SAVE) Project ID/Loan No : P172627 Assignment Title : Procurement Specialist II Reference No. : MW-MOE-264089-CS-INDV Date of Issue : 16th December 2021 The Malawi Government has received financing from the World Bank toward the implementation of the Skills for a Vibrant Economy (SAVE) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include carrying out project procurement activities such as ccoordinate the preparation and updating of Project’s Annual Procurement Plan, bid solicitation documents, contracts and procurement activity cycle schedules; coordinate, support development and implementation of procurement activities including procurement capacity development in beneficiary institutions of the project; ensure that the World Bank procurement activity tracking and monitoring system for the Project (STEP) is updated and used in real time and maintaining procurement records in line with the World Bank procurement procedures and guidelines.
The contract will be for one year and may be renewable subject to need, satisfactory performance and availability of funds. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Ministry of Education now invites eligible individuals (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The candidate should meet the following minimum qualifications and experience requirements: • A Bachelor’s Degree in Procurement, Supply Chain Management or Finance/Economics/Business Administration/ Law/Management/Engineering supported by specialized training in procurement of goods, works and consultancy by a reputable training institution.
Those with Master’s degree will have an added advantage. • Practical experience of public sector procurement at a managerial level for at least 7 years in procurement under Malawi Government procurement regime OR same period at procurement specialist level in donor or international financial institutions funded projects such as World Bank, African Development Bank, European Union. • A professional qualification in procurement from recognized institutions (such as the Chartered Institute of Purchasing and Supply (CIPS); • Working knowledge of the Government of Malawi’s Public Procurement law and procedures; • Membership with Malawi Institute of Procurement and Supply (MIPS); • Advanced level of computer skills with working knowledge of Microsoft Office Suite products — Word, Excel, PowerPoint, Project, email and database software’ • Good computer skills and proficient in the use of Microsoft Office (Excel, Word and PowerPoint, etc.); • Highly motivated with excellent planning, analytical, communications and interpersonal skills as well as a high level of diplomacy; • Upholding of anti-corruption and anti-bribery ethics • Fluency in English.
The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations of the World Bank.
