You are invited to submit by mail, your best offer for the Production and dissemination of Communication Media on the Impacts of ROGEAP Project based at Abuja (Nigeria).

TECHNICAL SPECIFICATIONS:

The technical specifications are in appendix 2.

EVALUATION AND AWARD CRITERIA:

Among the bids that are found to be responsive in terms of technical specifications, timeliness, and validity, the contract will be awarded to the bidder with the lowest evaluated bid.

The evaluation of the bids will focus on the following skills:

• An agency specializing in the production of audio-visual communication tools including videos, photos, and infographics.

• At least 10 years demonstrated experience in audiovisual production and broadcasting, documentaries and motivational stories on successful development projects for general and specific audiences.

• Having experience of audio-visual productions with projects financed by the World Bank or other development partners would be an asset.

• Have conducted at least one similar assignment in the energy sector in West and/or Central Africa.

• Ability to work in multicultural environments and to respect strict deadlines.

The Agency must have the following key staff:

• Video production

• A director/video-marker with at least a master’s degree or equivalent and at least 5 years' experience. He must complete or participate in at least two similar assignments as principal director. Knowledge of ECOWAS and its vision will be an asset.

• A cameraman level Baccalaureate+3 with demonstrated experience of at least five years in an audiovisual production company; have participated in at least one similar assignment.

• An audiovisual editor with a minimum of Baccalaureate +3 and at least five years demonstrated experience in an audiovisual media or production company; at least one similar assignment.

• Professional photographer (s) with a minimum of Baccalaureate+2 and at least five years' experience in shooting quality field photos; at least one similar assignment.

• A computer graphics designer with at least a Baccalaureate +3 and experience in the layout and production of illustrated computer graphics for development projects.

• ROGEAP success stories:

A professional journalist with a minimum of master’s degree or equivalent with experience working with the World Bank and who has:

• An expertise in development journalism.

• A mastery of narration and storytelling.

• Ability to transform raw data and testimonials into lively, engaging stories

• Ability to personalize information by highlighting beneficiaries and their backgrounds.

• In-depth knowledge of development issues (energy, resilience, agriculture, education, health, etc.)

• Ability to popularize complex and technical subjects for a wide audience.

• Experience in highlighting the concrete impacts of projects financed by international institutions (World Bank, ECOWAS, etc.).

• conducted at least two similar assignments; Competence in collecting information and investigation (knowing how to conduct impactful interviews with beneficiaries, experts and all stakeholders).

• Dissemination of the Videos:

The Agency will be required to work with a network of foreign and/or national television covering the ECOWAS Region, the Sahel states (Mauritania, Mali, Niger, Burkina Faso and Chad), and some Central African states (Central African Republic and Cameroon).

FORM OF PRESENTATION

The proforma accompanied by the table a proposed technical specifications with images, the trade register, proof of previous experience and all other documents necessary for the evaluation of the offer will be presented in original and electronic version duly signed.

• 20% after signing the contract and presentation of the Methodology Guidance Report.

• 20% after the validation of the validation of these deliverables:

• Reliable infographics: (i) the overall ROGEAP results, and (ii) the results for each thematic area. Some infographics might be illustrated with animation

• Enhancing success stories with motivational narratives on ROGEAP.

• Tailored flyers and Banners (03) in french, english and portugease, on ROGEAP results.

• Validation of the video of 13 minutes of the results in all the countries.

• Progress reports, with key recommendations.

• 20% after the validation a short video of 4-5 min max and the validation of A database of at least 100 photos per country. Photos must be of very high quality and resolution. They must be captioned (date, location, names of people photographed, etc.) and filed in directories with clear titles. The photo resolution must be at least 6000 x 4000 pixels, 300 DPI.

• 40% upon dissemination of the video of A summary video (approx. 13min) summarizing the results in all the countries visited.
