Assignment Title: TO PROVIDE CONSULTANCY SERVICES FOR DETAIL DESIGN AND CONSTRUCTION SUPERVISION FOR TARGETED SCHOOLS IN UNGUJA AND PEMBA

Background.

• The Government of the United Republic of Tanzania represented by the Revolutionary Government of Zanzibar under the Ministry of Education and Vocational Training (MoEVT) has received a credit from the International Development Association (IDA) towards the cost of Zanzibar Improving Quality of Basic Education Project (P178157).

• The assignment is to carry out detailed design and construction supervision for: -(1) Proposed identical targeted schools 7 Nos. (2) in Pemba and 4 in Unguja) and (2) Proposed targeted school using alternative building material 1 No. In Unguja.

• The consultant shall perform all works necessary as called in these Terms of Reference including all technical studies, field investigations, and related services. In carrying out the work the Consultant shall cooperate with concerned Agencies of the Revolutionary Government of Zanzibar, in particular Zanzibar Environmental Management Authority, Urban and Rural Planning Department of Commission for Lands, Zanzibar Building Agency (ZBA), Zanzibar Contractors Registration Board (ZCRB) and Architects, Engineers and Quantity Surveyor Registration Board (AEQSRB).

• Time frame: The Consultant shall prepare a detailed work plan for undertaking this assignment. The Detailed work plan/implementation Program for this Assignment shall be four (4) months for design review, eighteen (18) Months for construction, and twelve (12) Months for Defect Liability Period.

• The detailed Terms of Reference (ToR) for the assignment are available upon request to [email protected], and [email protected]. The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” in November 2020, setting forth the World Bank’s policy on conflict of interest.

• A Consultant will be selected per the consultant Qualification Selection (CQBS) Method set out in the Procurement Regulations. Shall carry out, a feasibility study on alternative cost-effective construction, detail design, and preparation of architectural and engineering (structural and services) drawings pertinent to the employer’s requirements; Prepare cost Estimates and Bill of Quantities (BoQ).

• Prepare tender documents, and provide material specifications. and method statements for work and provide other relevant documents of the assignments mentioned above leading to acceptable standards. In addition, provide an overall project and contract management at all times of operation on-site including its defined defect liability period.
