Assignment Title: Provision of Consultancy Services for Program Management and Capacity Building for Sustainable Rural Water Supply and Sanitation Program Phase II.

The Government of Tanzania, through the Ministry of Water (MoW), is implementing the Sustainable Rural Water Supply and Sanitation Program Phase II (SRWSSP II) with support from the World Bank. The Program Development Objective (PDO) is to improve and sustain access to safely managed water supply, sanitation, and hygiene services in all villages by strengthening the capacity of selected sector institutions.
To ensure effective implementation, MoW intends to engage a Consulting firm to provide Project Management Consultancy (PMC) services, offering expertise in program management, fiduciary oversight, procurement, contract management, safeguards, monitoring & evaluation, engineering, and water resources management.
Expression of interest (EoI) must be delivered through NeST before dead line indicated on NeST. Further details may be obtained in the Term of Reference (TOR) available in the Ministry’s website www.maji.go.tz,
The Ministry of Water now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- At least 10 years of firms proven experience in infrastructure planning, contract management, environmental and social impact assessments, occupational health and safety, gender action plans, resettlement, design, cost estimation, bidding documents, and project implementation.
- Experience in World Bank-financed projects or similar donor-funded programs.
- Availability of qualified experts including: Team Leader/Water Engineer, M&E Expert, Environmental, Health & Safety Expert, Contract Management Expert, Procurement Specialist, Financial Management Specialist, Hydrologist, and Social Development Specialist.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
