• This invitation for expression of interest (pre-qualification) follows the General Procurement Notice (GPN) dated 11/07/2024.

• The MINISTRY OF INFORMATION, COMMUNICATION AND INFORMATION TECHNOLOGY has received a Credit from the WORLD BANK toward the cost of Provision of Consultancy Servicesfor the Supervision of Rehabilitation Works for ICT Innovation Hubs and Fabrication Labs fo Package1: Dodoma, Mbeya, Mwanza, Arusha & Tanga Regions, and it intends to apply part of the proceeds forconsulting services. The consulting services (?the Services?) include Package 1 - Provision Of Consultancy Services For Review of Design And Supervision of Zonal Soft Centers And Fablabs For Five Centers.

• The MINISTRY OF INFORMATION, COMMUNICATION AND INFORMATION TECHNOLOGY now invites eligible consulting firms (?Consultants?) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services

for a period of 360.

• Interested all eligible tenderers must provide information indicating that they are qualified to perform the services by submitting consultant?s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The specific shortlisting criteria are indicated in section of qualification and evaluation

criteria.

• Consultants may associate with other firms in the form of a joint venture or a sub - consultancy to enhance their qualifications.

• The Consultant will be selected in accordance with the Consultant's Qualifications Selection method set out in the Consultant Guidelines.

• The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank?s Gui delines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of Fourth Edition November 2020 (?Consultant Guidelines?), setting forth the World Bank?s policy on conflict of interest

• Interested eligible consultants may obtain further information through National e-Procurement system (NeST)

• Expressions of Interest (EoI) must be delivered though NeST before deadline indicated on NeST.

Description of Services

The establishment of the Information and Communication Technology (ICT) Innovation Hub and Fabrication Labs is a transformative initiative driven by the increasing demand for innovation and technological advancement in the ICT sector and the ongoing digital transformation. The basis for these projects lies in the recognition of the critical role that ICT plays in driving economic growth, job creation, and societal development, as well as the need to provide a collaborative platform for ICT startups and the entire ICT innovation ecosystem to thrive.

The government of United Republic of Tanzania has set aside funds for the establishment of eight (8) zonal ICT Innovation Hubs and two (2) Fabrication Labs in the country during the financial year 2024/2025. It is intended that part of the proceeds of the fund will be used to cover for eligible payment under the contract for consultancy services for the rehabilitation works for five (5)the establishment of zonal ICT Innovation Hubs and ICT Fabrication Labs.Scope of Activity

The Consultant shall perform all works during rehabilitation as well as defect liability period and other necessary works as

described in these Terms of Reference including all technical works and supervise the rehabilitation works for the

establishment of ICT Innovation Hubs and Fabrication Labs. In carrying out the work; the Consultant shall work closely

with the client -ICT Commission who shall provide clarifications and support which may be required by the Consultant.

The ICTInnovation Hubs and ICT Fabrication Labs will be established in the regions asdetailed below -
