REQUEST FOR EXPRESSIONS OF INTEREST
TANZANIA FOOD SYSTEM RESILIENCE PROGRAM-LOAN No. 73320
PROVISION OF CONSULTANCY SERVICES OF ADVISOR FOR MONITORING, EVALUATION AND LEARNING (MEAL)
TENDER No. 43/2023/2024/C/20
- The Ministry of Agriculture has received financing from the World Bank toward the cost of the Tanzania Food System Resilience Program (TFSRP) and intends to apply part of the proceeds of this financing to cover eligible payments under the contract for consulting services of Advisor for Monitoring, Evaluation and Learning (MEAL
- The consulting services (“the Services”) includes to;
i. In close collaboration with the M&E unit, support the installation and implementation of an improved M&E System for the new ASDP II Results Framework and TFSRP, including selection and design of M&E tools such as data collection instruments, indicators reporting templates.
ii. Advise on the development of a Business Plan for the M&E Unit and provide technical support for its implementation.
iii. Develop guidelines for ASDP II Joint Sector Performance review with stakeholders including Public, Private, Non-State Actors and Development Partners.
iv. Lead the preparation and implementation of a M&E capacity strengthening Program for MoA, including by providing training to key staff at the Ministry, affiliated Agencies and the TFSRP Team.
v. Support and contribute to the preparation of a comprehensive M&E report with actionable recommendations for the Ministry's Senior Management and Stakeholders.
vi. Support the preparation of a semi – annual and Annual Sector Joint Sector Review reports and facilitate the preparation of Government-Development Partner Joint Sector Review meetings.
vii. Contribute to the TFSRP PfoR semi – annual report with reporting inputs on ASDP II progress and results; and
viii. Organize regular learning events and knowledge-sharing sessions at different levels (MoA HQ and affiliated Agencies) to promote a results-oriented culture and evidence-based adaptive management approaches.
- The assignment will be undertaken as stated in the TOR. The total duration for the entire assignment shall be Twenty Four (24) months from the contract signing date. The detailed Terms of reference (TOR) for the assignment are available on the following website https://www.kilimo.go.tz .
- The Permanent Secretary Ministry of Agriculture (MOA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are;
(a) Advanced Degree in either Agricultural Science, Rural Development, Monitoring and Evaluation, Statistics or equivalent.
(b) Proven experience (over 10 years) in designing and implementing M&E Frameworks and Systems for large agricultural programs and projects. Additionally, experience working with Development Partners funded programs will be an added advantage.
(c) Strong analytical skills and ability to interpret complex data sets.
(d) Excellent communication and facilitation skills.
(e) Experience working with Government Agencies and knowledge of agricultural development issues.
(f) Ability to manage complexities with proven networking, team-building, organizational and communication skills; and
(g) Excellent e-skills, including the ability to use modern office technology and related software.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Quality and Cost-Based selection (QCBS) method set out in the Procurement Regulations.
