| | REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY: Zambia NAME OF PROJECT: Africa CDC Regional Investment Financing Project (ACDCP) Project ID: P167916 Credit No.: 65030 - ZM Assignment Title: Design and Supervision of the Construction and Equipping of the ZNPHI Laboratory Complex Reference No. ZM-MOH-405677-CS-QCBS The Zambia National Public Health Institute (ZNPHI) through the Ministry of Health has received financing from the World Bank toward the cost of the Africa Centers for Disease Control Regional Investment Project and intends to apply part of the proceeds for consulting services. The Consulting Services (“the Services”) include design and supervision of the construction and equipping of ZNPHI Laboratory Complex on plot number Chong/Ln_73638/3, Waterfalls/Silverest area in Chongwe District. The design and supervision services which will be implemented over a thirty-six (36) month period (excluding defect liability) will include among other things the following: • A suite of core requirements and high-containment public health laboratories (Biosafety Levels 1, 2 and 3 (BSL-1, BSL-2, ACL-2, and BSL-3) and associated administrative spaces; • A Proficiency Testing Panel Production Center; • A Biomedical Equipment Maintenance Center; • A Biobank and Nitrogen Plant; and • A Warehouse. The ZNPHI now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff etc.). The shortlisting criteria are; proof of experience (minimum 10 years) in design and supervision in construction and equipping as a firm in projects of similar nature, magnitude and/or complexity. The attention of interested Consultants is drawn to World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised September 2023 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
