Request for Expressions of Interest EOI For the Provision of Consultancy Services The Government of Sudanhas received a grant from the National Multi-Donor Trust Fund (MDTF-N), administered by the World Bank, to finance the Sudanese Microfinance Development Facility SMDF project, the SMDF is intended that part ofthe proceeds of this grant be applied to eligible payments under contracts for the provision of consultant services described below. The Sudanese Microfinance development Facility SMDF nowinvites eligible firms to express their interest for conducting market studies, development of business plans and preparation of operation manuals for MFIs Consultancy services The consultant firm will have overall responsibility for the preparation of Technical and Financial Proposals including all expenses.

The firm should be familiar with internationally financed project procedures. 1. The objective The purpose of this assignment is to support a group of potential MFIs located in (Khartoum State, River Nile andEastern sector) to be eligible to be granted license in order to workas non-deposit taking microfinance service providers.

The scope of work involves carrying out market researches, preparation of business plans and development of operation manuals. More specifically, the consultancy firm will do the following: 1. Market/research/studies: to help structure the MFI business plan and to discover: · The feasibility of their business · The marketability of the product/service · The need and the size of the market targeted by the business · The positioning of the business · Required resources to play competitively in the market · Possible obstacles that they may encounter when launching the business 2.

Business strategy/plans development : It is utilization of the results of market studies. A business plan is created to explain and illustrate the vision stated for the targeted business, andto persuade others to help achieve that vision. The plan demonstrateswhat the business is going to be.

The plan should also convince others that the business will be both successful and profitable. 3. Preparation of operation manuals: this is an important tool to provide guidelines of the MFI business processes.

The manuals also serve as references for both internal and external purposes. And they help promote consistent outcomes. Interested Consultants must provide a letter expressing their interest and information indicating their professional capability to carry out the services requested.

Such information may include brochures, descriptions of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The SMDF will prepare shortlist of firms to whom the Request for Proposals will later be distributed. All firms that submitted the EOI will be informed regard the final result of the Selection.

Consultants will be selected in accordance with procedures set out by the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, (Current Edition).
