REQUEST FOR EXPRESSIONS OF INTEREST (REOI)
- This request for Expressions of Interest follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) on March 21, 2023.
- The Government of the United Republic of Tanzania has applied for a credit from the International Development Association (IDA) towards the cost of the Second Tanzania Intermodal and Rail Development Project (TIRP-2) and intends to apply part of the proceeds for Consulting Services.
- TRC recently concluded the implementation of the TIRP, which covered 581 km out of a planned 970 km and included the rehabilitation of 377 structures that were in critical condition. TIRP aimed to increase railway reliability and enable Open Access for third-party railway operators. However, by the project closing date on 30 September 2022, the project objectives were not fully met including Open Access and rehabilitation of some sections, due to legal framework issues and financial constraints.
- To facilitate the operationalization of the Open Access, the rehabilitation of the remaining 389 km of scattered sections, with 117 structures in critical condition between Dar es Salaam and Isaka (970km) TIRP-2 is considered necessary.
- The Consulting services (“the Services”) include supervision of rehabilitation works of railway tracks and Structures (Bridges & Culverts) from Dar es Salaam to Tabora (840.172 km) including Ilala Terminal. The anticipated implementation period is 30 Calendar Months out of which 3 Calendar Months are for Pre-Contract Activities, 15 Calendar Months for Supervision of Rehabilitation Works and 12 Calendar Months for the Defects Notification Period. The Professional staff-month is 140 and the expected start date is December 2024.

- The Tanzania Railways Corporation (TRC) on behalf of the Government of Tanzania, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
- The shortlisting criteria are (i) Core Business and years in business (ii) relevant experience in similar assignments - the successful execution of at least three (3) contracts of similar nature (by size and complexity) in the last ten years - information to be provided should include the name of the assignment, name including full contact details of the client, contract value (in equivalent US dollars) and period (dates) of execution of assignments; (iii) technical and managerial capability of the firm (provide only the structure of the organization, general qualifications and number of appropriate experts). Do not provide CV of the key staff. The Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain five (5) to eight (8) eligible firms.
- The REOI for the Services for supervision of rehabilitation works of railway tracks and Structures (Bridges & Culverts) from Dar es Salaam to Tabora (840.172 km) including Ilala Terminal (840.172km) is advertised concurrently with REOI for services for supervision from Tabora to Isaka (135 km) and all assignments will be executed simultaneously. Hence, for a firm shortlisted for the two assignments to be contracted for both assignments; it must propose separate Key Experts for each assignment in both Technical and Financial Proposals.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.
- Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The JV shall be considered to qualify if each member of the JV has carried out at least one (1) completed contract of a similar assignment. The experience, Technical and Managerial Capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV Partners
- A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
