This Request for Expressions of Interest follows the General Procurement Notice for the Project published in United Nations Development Business (UNDB) Issue No.

WB2651-05/13 in May 2023. 2. The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Tanzania Intermodal and Rail Development Project (TIRP-2) and intends to apply part of the proceeds for consulting services.

The Project aims to improve safety, climate resilience, and operational efficiency of the railway along the Dar es Salaam–Isaka corridor. Component B of the Project focuses on strengthening climate resilience through flood management interventions in the Kinyasungwe Sub-Catchment, including dam rehabilitation and development. 3.

The consultant to be engaged (a qualified Hydrologist/Hydraulic Expert) shall serve as a member of the Dam Safety Panel of Experts (PoE), providing independent specialist input on hydrological and hydraulic aspects relevant to dam safety. 4. The National Irrigation Commission on behalf of Government of Tanzania, now invites eligible individual consultants to express their interests to work as Hydrologist/Hydraulic Expert.

Interested Consultants should provide information with supporting documents demonstrating that they have the required qualifications and relevant experience to perform the Services. 5. SCOPE OF SERVICES The Hydrologist/Hydraulic Expert shall provide independent specialist advisory services on hydrological and hydraulic aspects of dam safety.

The Expert shall ensure that flood risks, reservoir behavior, and hydraulic performance are properly assessed and integrated into the Panel’s overall dam safety evaluation. The key responsibilities shall include, but not be limited to: i) Reviewing and assessing hydrological data, analyses, and assumptions used in feasibility studies and designs, including rainfall runoff modelling and data adequacy; ii) Evaluating flood hydrology and hydraulic analyses, including design flood estimation (e.g., PMF), reservoir routing, spillway hydraulics, and downstream flood propagation; iii) Advising on flood-handling capacity, overtopping risk, freeboard adequacy, and hydraulic performance of spillways and outlet works; iv) Providing specialist input to flood modelling and system level interactions within the Kinyasungwe Sub-Catchment, including cascade effects; v) Reviewing hydrology- and hydraulics-related inputs in dam safety documentation, including O&M Plans, Instrumentation Plans, and Emergency Preparedness Plans; vi) Contributing to the review of Terms of Reference, feasibility studies, and tender documents with respect to hydrological and hydraulic requirements; vii) Participating in Panel meetings, site missions, and contributing to Panel reports and recommendations.

The Expert shall act strictly in an independent advisory capacity. 6 QUALIFICATION AND EXPERIENCE REQUIREMENTS 6.1 Qualifications The Hydrologist/Hydraulic Expert shall meet the following minimum qualifications: i) Master’s degree or higher in Hydrology, Hydraulic Engineering, Water Resources Engineering, or related field; ii) Professional registration with a recognized professional body; iii) Demonstrated expertise in hydrology and hydraulic engineering related to dam safety and flood risk; iv) Familiarity with World Bank Environmental and Social Framework (ESS4) and Good International Industry Practice (GIIP), including ICOLD guidelines; v) Strong analytical and technical reporting skills in English.

6.2 Experience The Consultant shall have: i) At least fifteen (15) years of relevant professional experience in hydrology and hydraulics related to dams, reservoirs, or flood control infrastructure; ii) Demonstrated experience in flood hydrology, design flood estimation (including PMF), reservoir routing, spillway hydraulics, and flood risk assessment; iii) Participation in at least two (2) dam safety panels or similar expert advisory assignments; iv) Experience with World Bank or other International Financial Institutions (IFIs) will be an added advantage; v) Experience in data scarce, climate variable, or complex catchments will be considered an added advantage; vi) Experience working with government agencies and project implementation teams.

7 DELIVERABLES The Hydrologist/Hydraulic Expert shall provide, among others, the following outputs: i) Hydrological and hydraulic review reports; ii) Technical advisory notes on flood risk and hydraulic performance; iii) Inputs to Panel mission reports; iv) Risk assessment inputs related to hydrology and hydraulics; v) Specialist recommendations supporting engineering decisions. 8 EVALUATION CRITERIA FOR SHORTLISTING The selection of the Individual Consultant shall be conducted in accordance with the provisions of the World Bank Procurement Regulations for IPF Borrowers (September 2025), using the Individual Consultant Selection method.

The selection shall be based on a comparison of qualifications and relevant experience of the applicants. The assessment shall be guided by the following: 8.1 General Qualifications Relevant academic qualifications and professional registration. 8.2 Relevant Experience in Hydrology and Hydraulic Engineering Demonstrated experience in flood modelling, hydrological analysis, and hydraulic design related to dams.

8.3 Experience in Dam Safety Panels or Similar Assignments Experience in expert advisory roles on dam safety. 8.4 Experience with World Bank or Other IFIs Familiarity with ESS4, GIIP, and international standards. 8.5 Experience in Similar Contexts Experience in comparable hydrological and climatic environments.

8.6 Shortlisting and Selection Applicants will be evaluated based on the above criteria. The National Irrigation Commission will shortlist the most suitable candidates and select the best qualified individual. Only shortlisted candidates will be contacted.

9 DURATION OF ASSIGNMENT The assignment shall be carried out over a period of three (3) years. 10 REMUNERATION The Consultant shall be engaged under a time-based contract and shall be remunerated based on agreed professional fees and actual days worked. 11 COORDINATION ARRANGEMENTS The Hydrologist/Hydraulic Expert shall operate independently as part of the Panel of Experts and provide advisory services to the Client.

Administrative coordination shall be facilitated by the Project Coordinator. 12 CONFLICT OF INTEREST The attention of interested Consultants is drawn to the World Bank Procurement Regulations for IPF Borrowers (September 2025) on conflict of interest. 13 AVAILABILITY OF FURTHER INFORMATION Further information, including detailed Terms of Reference, may be obtained during office hours from 08:00 to 16:00 hours (local time), Monday to Friday, excluding public holidays.
