Assignment Title: Recruitment of Head, Department of Electrical/Electronic Engineering.

The Ministry of Higher Education, Research, Science and Technology has received financing from the World Bank in the amount of USD 12 million toward the cost of Second Africa Higher Education Centre of Excellence Development Impact, and intends to apply part of the proceeds for consulting services. The project was declared effective on the 05th May, 2020 and expected to close on the 30th June, 2025.

The consulting services (“the Services”) include supporting the establishment of the College of Engineering in The Gambia. The Ministry of Higher Education, Research, Science and Technology (MoHERST) in The Gambia, and the UNIVERSITY OF APPLIED SCIENCE, ENGINEERING AND TECHNOLOGY (USET) seek to recruit Head, Department of Electrical/ Electronic for an initial period of Two and Half years.

The Head of the Department of Electrical/Electronic Engineering will report to the Dean, College of Science and Engineering or a specified university official.

The PROJECTS COORDINATION UNIT situated at the Ministry of Basic and Secondary Education now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

(i) General Qualifications 40 %

(ii) Experience and Adequacy for project 35 %

(iii) Technical and Managerial capability of the consultant 25%

Total Points 100%

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The successful candidate is expected to be based in The Gambia and perform, not limited to, the following responsibilities:

• Responsibility for Research
• People Management
• Financial Management
• Quality Assurance

A Consultant will be selected in accordance with the Individual Consultancy Selection (IC) method set out in the Procurement Regulations.
