REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) REPUBLIC OF LIBERIA Liberia Women Empowerment Project (LWEP) Loan No./Credit No./ Grant No.: P173677 Assignment Title: Monitoring And Evaluation Consultant Reference No: LR-MOGCSP-499483-CS-INDV • The Government of Liberia through the Ministry of Gender, Children and Social Protection (MGCSP) has received a grant of 44.6 million dollars from the International Development Association (IDA) of the World Bank to implement the Liberia Women Empowerment Project (LWEP). intends to apply part of the proceeds for consulting services.
The LWEP is structured around five key components for which details are available here[1] and Component Four details are available here. The Detailed Terms of Reference can be accessed through the link below: https://mogcsp.gov.lr/lwep-monitoring-evaluation-consultant-tor-2/ • The Ministry of Gender, Children, and Social Protection now invites eligible individuals to indicate their interest in providing the Services. Interested individuals should provide information demonstrating they have the required qualifications and relevant experience to perform the Services. • The shortlisting criteria are: The individual submitting Expression of Interest must fulfill the following requirements: • Master’s degree in Economics, Agricultural Economics, or Statistics.
Additional specialized postgraduate training in impact evaluation is preferred. • At least 10 years of experience designing MEALKM systems for development project(s). • Skills in document design (MS Word or Google Docs), database maintenance (MS Access, MS Excel, or Google Sheets), and visual presentations (MS PowerPoint or other tools). • Minimum of 5 years of experience coordinating surveys for impact evaluation, including the design of household survey instruments and the management of large-scale household surveys. • Experience working on at least 3 rigorous impact evaluations with a counterfactual research design (e.g.
RCTs). • Minimum of 5 years of working experience in bilateral or multilateral donor-funded programs with at least 4 years of specific responsibility as a Survey Specialist, Poverty Economist, or M&E Specialist, and familiarity with the Government of Liberia Gender’s Policies. The attention of interested consultant firms is drawn to paragraphs 7.34 to 7.37 of the World Bank’s Procurement Regulations for IPF Borrowers, 2016, revised in September 2023 as per legal agreement] and Paragraphs 3.14 to 3.17 of the Procurement Regulations. • A Consultant will be selected in accordance with the Individual Consultancy Selection (INDV) method set out in the Procurement Regulations for IPF Borrowers. • Further information can be obtained at the address below during office hours from 0900 to 1700 hours local time. • Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) on or before Thursday, July 31, 2025, not later than 4:00pm local time.
