African Risk Capacity Limited (ARC Ltd.) has received financing from the World Bank toward the cost of the Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR) Programme and intends to apply part of the proceeds for consulting services. The Services include the provision of environmental and social (E&S) risk management expertise to support ARC Ltd. in ensuring compliance with the World Bank’s Environmental and Social Framework (ESF) and applicable national environmental and social laws and regulations across all REPAIR Programme countries.. The implementation period is one (1) year, renewable annually subject to satisfactory performance evaluation.

ARC Ltd. now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit information demonstrating that they possess the required qualifications and relevant experience to perform the Services, including a CV, phone contact, postal and email addresses, and copies of relevant academic qualifications. The individual consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations, Seventh Edition September 2025, and will be evaluated based on the criteria indicated below.

The shortlisting criteria are:

  • At least a Master's degree in Environmental Sciences, Natural Resources Management, Social Sciences, or a related discipline.
  • A minimum of ten (10) years of substantive professional experience in environmental and social assessment and risk management for development projects.
  • Demonstrated familiarity with the World Bank's Environmental and Social Framework (ESF) and/or its previous safeguard policies and procedures, including experience in the preparation, review, and/or supervision of E&S instruments such as ESMFs, ESMPs, SEPs, Labor Management Procedures, Grievance Mechanisms (GMs), and SEA/SH Action Plans.
  • Mandatory fluency in English and French (written and oral); the ability to produce and present technical documents in both languages is a strict requirement of this assignment.
  • Possession of relevant professional qualifications in environmental and/or social management and evidence of similar assignments previously undertaken are additional advantages.
