The Government of Mozambique represented by the Ministry of Transport and Logistics (MTL), has received financing from the World Bank toward the cost of the Transport Corridors For Economic Resilience (TRACER SOP2) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) involves managing and executing procurement processes for goods, works, non-consulting and consulting services to ensure speed, transparency, and cost-efficiency, in accordance with World Bank Procurement Regulations and National Procurement Procedures. The Procurement Officer will work at PIU in close collaboration with the Procurement Specialist of the Project Portfolio Coordination Unit (PCU), with all PIU members and reports directly to the PIU Coordinator in Nampula Province. The expected duration of the assignment is 24 months. There will be a 3-months probationary period from the contract signature date. The contract will be renewed subject to satisfactory performance.

The Ministry of Transport and Logistics (MTL) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Expressions of interest must include the following: (i) a curriculum vitae detailing qualifications, professional experience, and achievements in comparable assignments; (ii) a cover letter, not exceeding two pages, specifically addressing how the candidate meets each of the mandatory selection criteria listed below. The criteria for selecting the Consultant are:
Mandatory requirements
- Bachelor’s degree in Engineering, Law, Supply Chain, Economics, Finance from a recognized institution, or relevant field.
- Five (5) Years working experience.
- Demonstrate three (3) years of work experience in procurement.
- Fluency in Portuguese and English (spoken and written)
- Proficiency in MS Office (Word, Excel, etc.). Desired Requirements
- Familiarity with the World Bank Procurement Regulations for IPF Borrowers and national legislation governing public procurement and contracts;
- Training in procurement from development agencies;
- Experience in submission and tracking of contracts at the Administrative Tribunal for Visa or annotation.
- Knowledge of World Bank online procurement tracking system (Systematic Tracking of Exchanges in Procurement). The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
