REPUBLIC OF THE GAMBIA Ministry of Basic and Secondary Education Willy Thorpe Place Building, Banjul The Gambia REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) The Gambia Second Africa Higher Education Centre of Excellence Development Impact Grant No.: IDA -5350 Assignment Title: Recruitment of a Project Manager for ACE Impact project Reference No. ACE/IMPACT/GS/011 The Ministry of Higher Education, Research, Science and Technology has received financing from the World Bank in the amount of USD 12 million toward the cost of Second Africa Higher Education Centre of Excellence Development Impact, and intends to apply part of the proceeds for consulting services.
The project was declared effective on the 05th May, 2020 and expected to close on the 30th June, 2024. The consulting services (“the Services”) includes: • Provide general assistance and report to the Centre Leader in the implementation of the ACE Impact project, • To liaise with the PCU- MoBSE in the areas of Project management, procurement, financial management and Disbursement, • Serve serve as liaison between ministry staff and GTTI. • Lead the day to day management • Manage the project staff and engage stakeholders in the achievement of the goals of the project, • Plan and coordinate activities in educational and internship programmes, • Act as a key contact person and support the leadership for student’s training and education, and engaging with students, academics, policy-makers, industry collaborators and the public, • Maintain and update database of students, Centre programme participants, The Project Manager will report to the ACE Center Leader.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) General Qualifications 40 % (ii) Experience and Adequacy for project 35 % (iii) Technical and Managerial capability of the consultant 25% Total Points 100% The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The successful candidate is expected to be based in The Gambia for an initial period of at least one year (negotiable) and to provide further support to the CoEngg for at least one additional year (with the possibility of renewal through the five-year period of the ACE Impact Project, based on performance). While GTTI has some existing academic and administrative capacity, the successful candidate will become a core member of the College leadership team, provide extensive support as it expands its mission and scope, and will serve as an Advisor and Mentor to the institution and its existing leadership.
A Consultant will be selected in accordance with the Individual Consultancy Selection (IC) method set out in the Procurement Regulations.
