REPUBLIC OF THE GAMBIA Ministry of Basic and Secondary Education Willy Thorpe Place Building, Banjul The Gambia REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) Government of The Gambia The Gambia- Education Sector Support Project Additional Financing Grant No.: TF-AT053 Assignment Title: RECRUITMENT OF A Senior UNIVERSITY Administrator: Support for Gambia College School of Education Strategic and Administration Planning Reference No: MOBSE/ESSP/AF/CS/C2/092 The Government of The Gambia has received financing from the World Bank and Global Partnership for Education towards the cost of The Gambia- Education Sector Support Project (ESSP) Additional Financing and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: This senior consultant will work collaboratively with the college administrators in-person from Gambia College School of Education for an extended period of up to 6 months to update and develop university systems at the college. Some priority areas include the reviewing, consolidating, and updating of policies and procedures and administrative systems of the school aligned to the mission and vision of the school, and in preparation for the proposed reforms to the Gambia College.

The senior consultant will engage with budget planning and financial planning for the School of Education that is aligned with Gambia College broadly. The consultant will develop a strategic plan including planning for the recruitment, enrollment, curriculum, requirements, assessment, offerings, and deployment of teacher candidates and graduates in the coming years across the institution The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Projects Coordination Unit of the Ministry of Basic and Secondary Education (MoBSE) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Qualifications and Experience of the individual; 50% Relevant experience, 30% Technical and Managerial capability of the individual: 20% The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Forth Edition, November, 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Individual Consultancy Selection (IC) method set out in the Procurement Regulations.
