Background information
The Gambia, with its vibrant youth population and commitment to development, is poised for a promising future, yet faces several challenges. In the realm of basic education, the focus is on improving learning outcomes, particularly in the early grades, to ensure every child acquires necessary foundational skills. Especially for the youth, technical and vocational education and training (TVET) must be of higher quality and relevance to meet labor market demands, a challenge recognized and prioritized by the Government of The Gambia. For the large population living in poverty, the goal is to provide a second chance through access to social protection measures, skills training, and income-generating opportunities. These challenges, while significant, are being addressed with determination and a vision for a resilient, inclusive, skilled, and equitable Gambia.
Objective of the assignment
The project therefore seeks a Social Safeguards Specialist who will oversee compliance of project preparation and implementation activities in compliance with the World Bank’s Environmental and Social Framework (ESF), and in line with Gambian legislation. The Specialist should be able to identify actions to ensure compliance at project level, and organize training programs to increase implementation, monitoring, reporting and technical capacity of the project staff in the social safeguard area.
Overall Responsibilities of the Social Safeguards Specialist
Under the supervision of the operational manager, the Social Safeguard Specialist will provide technical advice and support in the management of social issues as well as provide technical support to the Central Fiduciary Unit and other relevant stakeholders in his/her skills. He/she will be responsible for all matters relating to the management of the social risks of the project as agreed in the Environmental and Social Commitment Plan (ESCP) of the said project. He/she will have to ensure that national and international legal provisions as well as the social standards of the World Bank are complied with in the conduct of the project activities.

Qualification Requirements
- At least a Bachelor of Arts degree in Social Science, Environmental Sciences, Gender, or related fields (with experience in areas relevant to social safeguards).
- Have a proven experience of five (5) years in social science and gender related activities.
- Good knowledge of the relevant regulations/directives and operations of multilateral development organizations and executing agencies.
- Demonstrated experience and knowledge of Bank operations and social safeguard policies, especially, experience and familiarity with complex safeguard work.
- Proven experience and skills in managing projects.
- Proven capacity to work across multiple stakeholders, including government entities, civil society organizations (CSOs), local communities, and the private sector.
- Demonstrated experience in a project cycle and procedures.
- Fluent in English with excellent written and oral skills.
- Advanced computer skills and full proficiency in the use of relevant software applications in using computers and software such as Microsoft Office suite.
Submission of Expressions of Interest:
The Gambia Fiscal Management Development Project now invites eligible individual consultants to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) selection method set out in the Consultant Guidelines.
