The Intergovernmental Authority on Development (IGAD) has received financing in the amount of US$ 25 Million equivalent from the World Bank/IDA toward the cost of the Food Systems Resilience Program for Eastern and Southern Africa -I (FSRP), and it intends to apply part of the proceeds to payments for consulting services.
Objective(s) and Scope of the Assignment
The overall objective of the program is to increase the resilience of food systems and preparedness for food insecurity in participating countries ,to achieve this objective and to deliver the mandate of the program, IGAD seeks the services of Accountant Officer. (The Detailed Terms of Reference (TORs) are attached to this REOI).
IGAD now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services of Accountant Officer (i.e., updated CVs, description of similar assignments, experience in similar conditions, and availability of appropriate skills etc.).
The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations for IPF Borrowers "Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services,” Fourth Edition, November 2020; the World Bank’s “Guidelines on Preventing and Combatting Fraud and Corruption” revised July 1, 2016.
Qualifications and experience required:
- Bachelor’s degree in finance or Accounting from a recognized Institution
- Professional Accountancy Qualification CPA or ACCA from a recognized professional body
- Good knowledge and experience in development projects is preferable
- A minimum of five years’ work experience in executing functions as accountant in international or regional organizations,
- Knowledge and experiences of computerized accounting systems,
- High level of personal and professional integrity with strong analytical skills and ability to function well in a multi-cultural environment,
- Ability to deal sensitively and build effective working relations with clients and colleagues,
- Strong communication skill with ability to prepare, present and discuss findings in written and oral form.
