The (Business Development Fund (BDF)) (hereinafter called ‘’Client”) has received funds from (The World Bank) towards the cost of preparation of (Access to finance for recovery and resilience). The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.

• The (Business Development Fund (BDF)) now solicits proposals to provide the following consulting services: Provision of external audit ………………………… More details on the services are provided in the Request for Proposal. 3.

The procurement will be conducted through national competitive procurement using Request for Proposals (RFP) as specified in the BDF Procurement Policy and is open to all prequalified eligible firms / companies. 4. Qualified eligible firms may obtain further information from Business Development Fund Ltd., procurementbdf@bdf.rw and inspect the request for proposals document during office hours 09:00 to 17:00 hours local time at the address given below.

• The request for proposal document in English may be purchased by qualified eligible firms upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Rwandan francs ten thousand only (Frw10,00). The method of payment will be by deposit or bank transfer to the account N° 100002968279 of BUSINESS DEVELOPMENT FUND OPERATION opened at Bank of Kigali (BK).

The document will be sent by electronic mail to the submitted e-mail address of the firm. 6. Proposals must be delivered to the address specified below, on or before 15:00hours local time, ----/06/2025.

Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the firms’ designated representatives and anyone who chooses to attend, at the address below, on ----/06/2025, 15:30hours local time.

All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposal opening. 7. All Proposals must be accompanied by a “commitment letter”.

• A Consultant will be selected under a (Consultant Qualification Selection) and procedures described in the RFP, in accordance with the BDF Procurement Policy. 9.
