Assignment Title: Recruitment of a Senior Consulting University Administrator

The Ministry of Higher Education, Research, Science and Technology has received financing from the World Bank in the amount of USD 12 million toward the cost of Second Africa Higher Education Centre of Excellence Development Impact, and intends to apply part of the proceeds for consulting services. The project was declared effective on the 05th May, 2020 and expected to close on the 30th June, 2024.

The consulting services (“the Services”) includes the support for the establishment of the College of Engineering in The Gambia, for which the Ministry of Higher Education, Research, Science and Technology (MoHERST) in The Gambia and the Gambia University of Applied Science Engineering and Technology (USET) seek an experienced Senior Consulting University Administrator for an extended period.

The Senior Consulting University Administrator will report to the USET Governing Council and to the Ministry of Higher Education, Research, Science and Technology, who has the oversight policy authority and serves as the head of the implementing arm of the project.

The PROJECTS COORDINATION UNIT situated at the Ministry of Basic and Secondary Education now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

(i) General Qualifications 40 %

(ii) Experience and Adequacy for project 35 %

(iii) Technical and Managerial capability of the Consultant 25%

Total Points 100%

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The successful candidate is expected to be based in The Gambia for an initial period of at least one year (negotiable) and to provide further support to the College of Engineering for at least one additional year (with the possibility of renewal through the four-year period of the ACE Impact Project, based on performance). While USET has some existing academic and administrative capacity, the successful candidate will become a core member of the College leadership team, provide extensive support as it expands its mission and scope, and will serve as an Advisor and Mentor to the institution and its existing leadership.

A Consultant will be selected in accordance with the Individual Consultancy Selection (IC) method set out in the Procurement Regulations.
