GOVERNMENT OF SIERRA LEONE MINISTRY OF HEALTH INTEGRATED HEALTH PROJECTS ADMINISTRATION UNIT (IHPAU) REQUEST FOR EXPRESSIONS OF INTEREST (REOI) (INDIVIDUAL CONSULTANTS SELECTION) Country: Republic of Sierra Leone Name of Project: Quality Essential Health Services and Systems Support Project Project ID: P172102 Assignment Title: Recruitment of Clerk of Work for the Supervision of Goderich Community Health Centre Rehabilitation Works Reference No: SL-MOHS-480862-CS-INDV REOI Issued Date: 20th March 2025 REOI Closing Date: 4th April 2025 The Government of Sierra Leone has received financing from the World Bank toward the cost of the Sierra Leone-Quality Essential Health Services and Systems Support Project (QEHSSSP).

The Ministry of Health (MoH) intends to apply part of the proceeds to engage a Clerk of Work for the Supervision of Goderich Community Health Centre Rehabilitation works. The consulting services (“the Services”) includes monitoring, supervision and routine reporting of the implementation of all civil works carried out on-site, and to ensure that they comply with the drawings, specifications, and standards. The detailed Terms of Reference (TOR) for the assignment can be obtained via email from msesay@mohsihpau.gov.sl.

The Ministry of Health Projects Administration Unit now invites qualified individuals (Consultants) to express interest in providing the Services. Interested Consultants should provide information (academic/ professional certificates, updated CVs and reference certification/completion certificate of executed assignments/ activities) which demonstrate that you have the required qualifications and relevant experience to perform the Services. The shortlisting and selection criteria shall consider the following attributes, qualification, experience and skills: • A Bachelor Degree in Civil Engineering from a recognized learning Institution • Minimum of 5 years of supervisory experience in the construction industry, with a proven track record of successfully managing construction projects • In-depth knowledge of construction procedures, equipment, and OSH (Occupational Safety and Health) guidelines • Understanding of electrical and hydraulic systems • Ability to read drawings, plans, and blueprints • Excellent organizational and leadership skills • Ability to communicate and report effectively • Aptitude in math Problem-solving abilities Good physical condition and stamina The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, and November 2020.
