Introduction
The Government of The Gambia secured a funding from the World Bank to implement a Maternal and Child Nutrition and Health Results Project (MCNHRP) using Results Based Financing (RBF) for Health approach. The overall objective of the project is to improve health and nutrition outcomes among women and children; while it’s Projects’ Development Objective (PDO) is to increase the utilization of community nutrition and primary maternal and child health services in selected regions. The MCNHRP is being implemented in 800 communities and 37 Health Centers, in five regions namely URR, CRR, NBW, LRR and NBE.
Objective
As part of the routine verification of data from the Health Facilities some clients are randomly selected, traced and a satisfaction questionnaire administered on them. This is referred to as client tracing and satisfaction survey. Its purpose is to:
a) To determine the authenticity and veracity (conformity to facts; accuracy) of the services said to have been provided by the health facilities to the population and for which payment has been made
b) To assess the perception of the clients with regards to the quality of health care received from the facility
Who will conduct the CTSS
The MCNHRP seeks to identify, locate and contract interested capable individuals willing and living within the health facility catchment area to conduct the CTSS on a monthly basis. They will be termed ‘Community Verification Agents (CVA) and will be trained, mentored and coached to administer the questionnaire, whilst they will receive quarterly payments based on their performance (unit cost per case completely and correctly verified and reported).
Roles and Responsibilities:
The CVA will be responsible for the following
· Checking the existence of the clients reported by service providers from the list received from the Field Assistant (FA).
· Administer data collection questionnaires to collect relevant information from the sampled clients in communities according to the standard verification calendar
Frequency:
The CVA will use two approaches of CTSS that will be alternated quarterly – 1) exit interviews and 2) Community Client Tracing
Assignment Deliverable(s)
- Submit a total of 25 sets of administered questionnaires on a quarterly basis to the FA
Assignment Methodology
For one quarter, the CVA will receive from the Field Assistant 25 forms with the details of the sampled clients who were reported to have received services from the health facility at the end of the quarter. They will then visit each of the clients to authenticate their existence and administer a satisfaction survey questionnaire.
Questionnaires will be administered within 2 weeks of receiving the datasets. The completed questionnaires will be submitted to the Field Assistant by the end of the second week at which point verification of completeness will be done and a summary endorsement form signed by both the Field Assistant and CVA. This form will be used to effect payments due to the CVA, within 2 weeks of receipt by the Finance Department of NaNA.
The Profile of CVA
The CVA should:
- Have completed Grade 12 and/or higher education. Be able to read and write
- Be living within the catchment area of the health facility
- Be able to speak and understand appropriate local languages of the catchment area he/she will administer the questionnaire in
- Be available at least 5 days per month to administer the questionnaire
- Be able to move on his/her own means of transport to get to the households where the clients live
- Have the will to serve the community
- Have good communication skills.
- Own a simple android phone
Contracting modalities
As the MCNHRP is being implemented using a Results Based Approach, the CVA will be contracted using the same approach and will report to and work under the Field Assistant who will technically monitor the work. Deliverable of specific results will be tied to payments as is laid out in the performance contracts, and will therefore not be a grant.
