Assignment Title: Procurement of Consultant for Assessment & Requirements Analysis, RFP Preparation and Project Management/Supervision for Implementation of ERP Software Licensing, Support & Training Services

The Federal Democratic Republic of Ethiopia has received financing/grant from the World Bank toward the cost of the Horn of Africa Initiative: Regional Economic Corridor Project (Addis – Djibouti Corridor), and intends to apply part of the proceeds for consultancy services.
The consultancy service (“the Services”) includes providing professional services in two Phases; Phase I: review the existing Human Resource, Finance, Fixed Asset, Warehouse, Procurement, and related processes, workflows, policies, and IT infrastructure, organizational structure, Manpower, Job Titles and Job Descriptions, Training requirement of the Ethiopian Roads Administration (ERA), conduct an in-depth assessment of network infrastructure, virtualizations, servers, storage, backup devices and solutions, and security solutions currently in use and recommend appropriate Servers, Network devices, and Security solutions to safeguard the entire infrastructure and systems from cyber-attack; prepare detailed As-Is and To-Be Business Process models and ERP Blueprint. Base on the To-Be process models and ERP Blueprint develop detailed tender document fully aligned with World Bank procurement guidelines for selection of firm for implementation of the ERP Module system; and further, support ERA in the bidding process such as providing clarifications, evaluation criteria designing, bid evaluation, pre-contract negotiation, etc. Phase II: includes monitoring and supervision of the project execution in line with contract terms, scope, and quality standards.
Phase I will be conducted over a period of 9 months with 3 months in preparation of detailed As-Is and To-Be Business Process models and tender document for selection of system implementer; and 6 months for support of the bidding process in providing clarifications, evaluation criteria designing, bid evaluation, pre-contract negotiation, etc. Phase II will be conducted in 24 months: 18 months for monitoring and supervision of ERP Implementation; and 6 months warranty and support services

The Ethiopian Roads Administration (ERA), acting as an implementing agency on behalf of the Federal Democratic Republic of Ethiopia, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage.
The following criteria will be used to assess the Expression of Interest documents:
- Company Establishment: regarding its Areas of Expertise, Core Business and Years in the Business in RFP Preparation, Supervision, and Implementation of Tier 1 ERP Modules.
- Technical and Managerial Organization of firms including diversity of permanent personnel related to the services.
- Experience: completed similar service contracts in the role of prime consultant, JV member, Sub-consultant or management consultant for at least in the last ten years.
- Familiarity, knowledge and experience in the region (in Ethiopia and other Sub Saharan Countries) is an advantage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “PROCUREMENT IN INVESTMENT PROJECT FINANCING, Goods, Works, Non-Consulting and Consulting Services, Sixth Edition, Issued February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
