- Participate in development of NISSA Training Plan and materials and facilitates training of supervisors and data collectors (enumerators)
- Participates in all stages of the NISSA Methodology to ensure timeliness and continuity of the NISSA Data Collection or Updating
- Is in charge of daily logs, weekly and monthly reports on NISSA data collection and updating
- In charge of overall supervision of data collection through field supervision and support of all field teams engaged in NISSA data collection and updating. • Ensures data quality through administration of the quality control tools in system and in the field throughout all stages of the NISSA Methodology
- Ensures that all data synchronized to the NISSA server is of highest quality
- Participates in logistics and planning of the NISSA Data Collection and support including schedules, route plans development and other logistics
- Training and supervision of part time data collectors on NISSA Form, use of Tables and Mobile Application for NISSA Enumeration
- Ensure logistics for data collection field teams and route maps for enumeration
- Data Quality Assurance and synchronization from the field to NISSA Server Competencies • Detail oriented
- Strong analytical skills
- Creativity in ensuring data quality
- Ability to handle and manage large volumes of data
- Must be proficient in one of the statistical software packages namely; Microsoft Excel R (R Foundation for Statistical Computing) SPSS (Statistical Package for Social Scientists) Stata SAS (Statistical Analysis Software) etc. • Liaise with the district National Statistics Office in preparation for data collection on issues pertaining to enumeration areas their location and boundaries
- Ability to walk long distances in tough terrains of the rural areas • Knowledge, Skills and Experience The applicant must have a Master Degree in Economics/ Statistics and / Demography with three to five years working experience in data collection and supervision for large scale surveys such as National Census, Demographic and Health Survey, Household Budget Survey among others OR A Degree in Economics /Statistics /and Demography with over 5 years’ experience in data collection supervision and analysis for large scale surveys like national census, Demographic and Health Survey, Household Budget Survey among others Skills: • Strong supervisory and Leadership skills
- Good grounding in training and facilitation skills
- Self-driven and ability to work long hours in remote locations
- Time management skills
- Computer literate and experience with use of Mobile Research Technology
- Excellent organization skills and attention to detail
- Through understanding of data entry methods, equipment and procedures
- Reporting The Data collection supervisor reports to the PFU Coordinator, working under the close supervision of NISSA Manager. • Period of the Assignment The duration of the contract is one year with renewable subject to satisfactory performance and project needs. • Remuneration Salaries and benefits are market related. [logistics arrangements, office space, internet services, or transport arrangements…etc. may be provided by the Client, if applicable] • Arrangements Process The positions will be based in regionally; in Maseru for Central Region (Maseru Berea Thaba Tseka); in Leribe for Northern Region (Leribe Botha Bothe and Mokhotlong) and in Mohales’ Hoek for Southern Region (Mafeteng Mohale’s Hoek Quthing and Qacha’s Nek) All transport and subsistence for all work-related assignments will be catered for by the MGYSACSD • Selection Arrangement Selection of the position holder, Individual Consultant, will be in accordance with the World Bank’s Procurement Regulations for ICs.
