The Intergovernmental Authority on Development (IGAD) has received financing in the amount of US$ 10 Million equivalent from the World Bank/IDA toward the cost of Eastern Africa Regional Digital Integration Project, and it intends to apply part of the proceeds to payments for consulting services.
Background
The regional Series of Projects (SOP) development objective is to promote the expansion of an integrated digital market across Eastern Africa by increasing cross-border broadband connectivity, data flows and digital trade in the region. The Phase I development objective of the SOP is to advance digital market integration in the Eastern Africa region by increasing affordable access to regional broadband connectivity and strengthening the enabling environment for cross-border digital services.
To achieve this objective and to deliver the mandate of the project, IGAD seeks the services of Data Governance and Cybersecurity Policy Advisor.
IGAD now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services of Data Governance and Cybersecurity Policy Advisor (i.e., updated CVs with description of similar assignments, experience in similar conditions, and availability of appropriate skills. The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations for IPF Borrowers "Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services,” Fourth Edition, November 2020; the World Bank’s “Guidelines on Preventing and Combatting Fraud and Corruption” revised July 1, 2016.
- Objectives of the Position IGAD is seeking the services of an expert to advise upon and manage the implementation of project components focused on data governance, cybersecurity and digital trade. To that end, the Data Governance and Cybersecurity Policy Advisor will provide strategic guidance and expertise with regard to policies and regulations on data protection, cyber security and e-commerce.
- Purpose of assignment Based within the Division of Economic Cooperation and Regional Integration (ECRID) at the IGAD Secretariat in Djibouti, the advisor will be the subject matter expert and responsible for the implementation of EA-RDIP activities on Cybersecurity (Component 2.1), Data protection (Component 2.2), and Digital trade (Component 3.1) as described in detail in the Terms of Reference.
- Scope of Work The Governance and Cybersecurity Expert Advisor will be expected to lead and implement various tasks including, but not limited to, the following:
- Manage and coordinate project activities related to data governance, data protection, cybersecurity, and digital trade;
- Plan out the processes required for implementation of the different components on data protection and cybersecurity, in coordination with IGAD teams;
- Lead the relationship with external partners contributing to implementation, including through the drafting of terms of reference and supervision of external experts or firms;
- Participate in the procurement of services to support the implementation of the components on data governance, cybersecurity, and digital trade, in coordination with the relevant procurement specialists.
- Coordinate the launch of regional awareness and capacity building activities related to data protection and cybersecurity;
- Prepare and deliver presentations regarding their subject matter to IGAD officials, Member States and other partners;
- Regularly report on implementation progress to IGAD and World Bank, including through presentations and/or progress reports;
- Prepare inputs into the annual budget and work plan;
- Organize and contribute to workshops, conference, or other events relevant to data governance, with support from IGAD staff
- Maintain regular dialog and coordination with data experts in IGAD and national PIUs.
- Monitoring and evaluation of the effectiveness of data governance, cybersecurity and digital trade initiatives and provide recommendations for improvement
- Required Qualifications and Experience: The applicant should possess a combination of general, leadership and technical competencies, including:
General Competencies
- Master's or equivalent degree in law, political sciences, computer Science, information technology, governance, or a related discipline.
- A minimum of 10 years of relevant experience in a public institution, private sector or in an international organization.
- At least 5 years of demonstrated experience in developing and implementing data, cybersecurity or digital trade policies and strategies at the national or international level.
- Proven experience in working in the Greater Horn of Africa region and ability and experience in management of partner funded projects such as United Nations and multilateral development projects.
- Familiarity with internationally recognized good practices, methodologies, standards and regulations related to governance and cyber security, such as ISO 27001, NIST Cybersecurity Framework, GDPR, etc.
- Knowledge of emerging trends and advancements in the field of digital trade, data governance and cybersecurity.

- A commitment to staying updated with the latest trends and developments in the field of governance and cyber security.
- Fluency in English is essential; knowledge of French is an added advantage.
- Should demonstrate a high degree of professionalism and integrity. Technical Competencies
- Experience in providing strategic policy and regulatory advice and guidance on data governance, cybersecurity and digital trade.
- Proven track record of developing and implementing strategies, policies, regulations and action plans in relevant fields
- Strong understanding of legal and regulatory frameworks associated with governance and cyber security.
- Experience in coordinating and collaborating with stakeholders, including government agencies, institutions, and international partners.
- Familiarity with project management principles and experience in coordinating and implementing governance and cyber security initiatives within projects.
- Experience in conducting training and awareness programs on governance and cyber security topics.
- Knowledge of IGAD region’s challenges in the digital sector, such as familiarity with ICT and digital integration issues tackled by the project.
- Duration of the assignment Data Governance and Cybersecurity Policy Advisor shall be contracted for an initial one-year period, with possibility for extension for additional 4 years based on performance and Project needs.
- Location of the assignment The duty station is Djibouti City, Djibouti with frequent travels within the Horn of Africa region.
