  • Introduction

The Government of Malawi through Ministry of Finance and Economic Affairs has applied for financing toward the cost of the Regional Climate Resilient Programme (RCRP). The Ministry of Local Government, Unity and Culture and National Local Government Finance Committee as implementing agencies for sub-component 2.2 of the programme intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring a District Engineer for Likoma Local Authority.

The National Local Government Finance Committee (NLGFC) invites applications from suitably qualified and interested candidates to fill the position of District Engineer, to be recruited as individual consultant following World Bank Procurement Regulations dated February 2025, setting forth the World Bank’s policy on conflict of interest. The detailed Terms of Reference (TORs) for the assignment can be obtained upon request at the address given below.

Duration of Assignment : 2 years

  • The Objectives of the Assignment

The District Engineer will support the implementation of infrastructure projects being implemented by the Local Authority. S/He will support the local authority in managing engineering works including assisting in conceptualizing of works, preparing and/or interpreting designs, developing Bill of Quantities (BoQs), tendering information and engineering cost estimates prepared under the relevant sub-components of the Project. S/He is to support monitoring of the sub-projects and will address and manage technical engineering related issues, related to the smooth implementation of sub projects implemented by the local authorities that are financed by RCRP2.

  • Duties and Responsibilities

The Engineer’s duties will include but will not be limited to:

  • Support all engineering functions and activities related to infrastructure rehabilitation and construction in the local authorities;
  • Support data collection for all proposed sub-project sites to aid development and customisation of architectural designs (including using available disaster and climate risk related information in shaping design), production of BoQs and engineering estimates, tendering processes and ensuring that designs are in conformity with results of site-specific resilience and risk related investigations and analysis;
  • Participate in the project selection, reviewing annual investment plans, works designs, BoQs, costs estimate, tendering, supervision and monitoring;
  • Conduct technical infrastructure optional assessment for the various sites requiring both rehabilitation and reconstruction. This will include ensuring that stakeholder consultation is undertaken in the optional assessment;
  • Coordinate project rehabilitation and reconstruction works, work with the district environmental management team to ensure compliance with social and environmental safeguards;
  • Coordinate topographic surveys for the design of infrastructure to be developed under the Project.;
  • Conduct technical supervision of all construction works ensuring that the works are implemented to the required standards, within the assigned cost and time;
  • Managing changes to engineering construction works ensuring that any changes have minimal adverse effect on the project and they are undertaken following project works change protocols including documentation;
  • Conduct verification of contractors’ payment claims for works done;
  • Provide input into the compilation of project progress reports (and other project reports) including review and approval of contractor’s reports;
  • Facilitate preparation of work plans and budgets for construction of infrastructure activities in collaboration with sectors ministries;
  • Perform any other duties as they may be assigned from time to time; and
  • Participation in trainings, reviews and other activities as directed by the PIU.
  • Qualifications and Experience

The candidate should meet the following qualifications:

  • Degree in Civil Engineering or related qualification from a well-recognised University;
  • 1-2 years’ experiences in engineering related assignments;
  • Excellent communications, writing/reporting skills;
  • Proficient in the use of Microsoft Office (Excel, Word and PowerPoint, etc.);
  • Strong organizational, self-starting and communications skills;
  • Good knowledge and understanding of local authorities in Malawi; and
  • Willing to work in any of the 28 local authorities in Malawi.
  • DURATION OF ASSIGNMENT

The Contract is for an initial period of three years with yearly review. The renewal of the contract is upon satisfactory appraisal results.

  • LOCATION OF EMPLOYMENT

The District Engineer will be based at Likoma District Council but can be posted to any other council within Malawi if the need arises.

7.REPORTING

The Engineer will report to the Director of Public Works on all matters relating to his/her functions.
