- Project Background
The Government of Federal Republic of Somalia received a Grant from the International Development Association (IDA) and Multi-Partner Trust Fund of World Bank to finance NAGAAD Project (SURP-II) and intends to apply part of the proceeds of this grant towards payments for procuring Individual consultants services in Project Implementation Unit (PIU) at Beledweyne Municipality.
NAGAAD Project (SURP-II) is currently operational in Mogadishu, Garowe, Kismayo, Baidoa, Dhusamareeb and Beledweyne. There are Five components: (i) Urban Infrastructure and Services; (ii) Institutional Strengthening and Analytics; (iii) Project Management and Capacity Building; iv) Urban Forced displacement and (v) Contingent Emergency Response.
- Objective of the Assignment
As part of the NAGAAD (SURP II) implementation, the project seeks to recruit an Environmental and Social Specialist, who will perform all Environmental and Social activities of the project by preparing, updating and implementing environmental and social risk for the Project in order to meet all applicable requirements of the Bank’s Environmental and Social Framework, under which the project was processed. The Beledweyne PIU Environmental and Social (E&S) Safeguards Specialist is responsible for the preparation and implementation of the project-level environmental and social safeguards instruments and monitoring/reporting on implementation of these instruments.
The Environmental and Social Safeguards Specialist is also responsible for finding solutions to environmental and social challenges (such as E&S related grievances and incidents) faced during implementation and identify ways of improving environmental and social management/monitoring in the project.
The Beledweyne Municipality now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV’s, description of similar assignments, experience in similar conditions and availability of appropriate skills). The selection shall be based on qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Qualifications
- Masters degree from a recognized university in environmental sciences, sociology, engineering or related fields
- At least 5 years professional experience working as an environmental and social consultant/specialist in development projects in Somalia or similar environment. Experience in working on the World Bank’s ESF aspects in significant project development work on municipal services, transport and investment in infrastructure services.
- Proven ability to advise and support project safeguard assessment and preparation, contractual and financial elements of development project delivery, and experience of all stages of investment program identification, specific technical sector program design and documentation, and implementation experience.
- Experience to develop and maintain effective interaction with high level government officials, project management offices and implementing agency officers, and international and national consultants.
- Excellent interpersonal, writing, and communication skills, ability to work in English and Somali languages is essential.
- Experience working in World Bank funded projects is an added advantage
The duration of the assignment shall initially be for a period of one year with a three-month trial period at the start of the contract with possible extension depending on satisfactory performance and availability of budget.
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and updated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
