- The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB) has received a grant for Project Preparation Advance towards preparation and implementation of the Local Governance and Service Delivery (LGSD) Project. The LGSD Project will be financed by the International Development Association as well as a number of bilateral donors including Denmark, Netherlands, Norway and Sweden.The MoFEP intends to apply part of the proceeds for the payment for the services of the Senior Financial Management Specialist.
- The Project objective is to improve local governance and service delivery in participating counties in SouthSudan and it will comprise of four components: (i) block grants to counties for Payam Development; (ii) community engagement; (iii) institutional strengthening; and (iv) Project Management Support.
- Responsibilities: The Consultant shall work in the Project Management Unit and s/hewill have the following key responsibilities among others: establishment and operation of the Finance Management Unit within the PMU that prepares budgets and manages expenditures and financial reporting for the LGSDP; operationalize financial management policies and procedures within the programme; prepare detailed project budgets, work plan and cash flow forecast for each component and process necessary approvals from the line ministries; Prepare timely Interim un-audited Financial Reports; Prepare annual financial statements (AFS); Prepare IDA Withdrawal Applications; Plan and implement an appropriate capacity building program for the relevant staffs; and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
- Duration: The assignment will be for a period of twelve (12) months with a possibility of extension subject to satisfactory performance.
- SelectionCriteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview.
Applicants should have the following minimum requirements: Advanced degree with relevant financial management focus, chartered accounting qualification; minimum of 8 years experience in financial management of development programs; financial management of World Bank funded projects is highly desirable; experience with Management Information Systems such as: IPSAS, ATLAS; and SQL preferred; and experience in similar working environment like that of South Sudan is desirable.
- The Ministry of Finance and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail).
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forththe World Bank's Policy on conflict of interest.
- A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 - Selection of Individual Consultant.
