  • Background

The Government of South Sudan, through the Ministry of Finance and Planning (MoFP) has received grants from the World Bank (WB) towards the cost of implementing the Public Financial Management and Institutional Strengthening Project (PFMIS). The project aims to advance critical PFM reforms that will lay a strong foundation for more advanced reforms, strengthen key oversight institutions, and improve budget transparency and overall PFM outcomes in the country.

One of the key project interventions is to enhance the credibility of the national budget through the introduction of a program performance-oriented approach to budgeting and enhancing the alignment or links between the budget and the national policy frameworks (i.e. National Development Strategy and Sector Policies) as well as improving the medium-term perspective of the budget.

It is against this background that the Ministry of Finance and Planning intends to engage an Individual Consultant to provide the services of Senior Budget Advisor to the Directorate of Budget and Revenue Policy.

  • Scope of Work and Responsibilities:

The Budget Advisor will provide expert technical support and advice the Ministry of Finance and Planning in the application of current best practice in the budgeting field, support fiscal and economic policy formulation and planning processes and skills transfer and development of staff within the Directorate.

The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.

  • Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting include:

  • A Master’s degree or higher in Public Financial Management, Economics, Finance, Accounting, Public Policy or related fields.
  • At least ten (10) years of expert experience in supporting core PFM functions and reforms focusing on budget preparation and management primarily gained at senior level in a public-sector setting of developing countries particularly in Sub-Saharan Africa.
  • Expert knowledge and experience with application of various concepts, frameworks and practices in economic development planning, with exposure to preparing national strategic development policies.
  • Expert knowledge and experience of at least 5 years of supporting Ministries of Finance in initiating and implementing public sector budgeting including program-based budgeting.
  • Knowledge and experience of modern concepts and approaches to public sector budgeting including performance-based budgeting, participatory budgeting, results-based budgeting, gender-responsive budgeting, climate budget tagging etc.
  • Understanding and experience of developing and supporting implementation integrated national financing frameworks (INFFs).
  • Experience in post-conflict developing country context will be an added advantage.
  • Practical computer skills. The shortlisted candidates will be invited for an interview. Consultant will be required to possess the experience, skills and competences listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.

  • Duty Station and Duration:

The position is based in Juba, South Sudan and the assignment will be carried out over a period of 12 months with a possibility of extension subject to performance and requirements of the Project.

  • The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
  • A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
  • The MoFP now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.
  • Submission of Applications and deadline:
