• This Request for Expression of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitoron 4th July 2014.

• The Government of the Republic of South Sudan (GRSS) has received funding from the International Development Association (IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds for the payment for the services of the Financial Specialist (FS).

• The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR) that will be provided upon written application ([email protected]).

• Selection Criteria:

The candidate should have following qualifications and experience:

(a) A Degree in accounting, with at least a ten-year(10) post qualification experience, of which five (5) should be in a public sector and project accounting environment, including Bank specific environment; or professional accounting qualification in any of these professional recognized bodies, viz ACCA, CPA or its equivalent, with at least five (5) years post-qualification experience of which three (3) should be in public sector and project accounting environment including World Bank specific environment;

(b) Experience of having led a public sector finance team of professionals will be an advantage. Experience in a post conflict region or an advance or post graduate qualifications will also be an advantage.

• The assignment will last for a period of 12 Months with an option for extension subject to satisfactory performance.

• The Projectmanagement Team of the National Bureau of Statistics would therefore like to invite eligible national or international individual applicants to indicate their interest in providing the above mentioned services. • A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011.
