The Government of the Republic of South Sudan (GRSS) has received funding from the International Development Association (IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan – Eastern Africa Regional Transport, Trade and Development Facilitation Program (SS-EARTTDFP), and intends to apply part of the proceeds for the payment for the services of the Financial Management Specialist (FMS). The duties and responsibilities of theFinancial Management Specialist (FMS) will be to work with the Program Coordinator, Head of Project Implementation Unit (PIU) and the Head of PFMU to execute the accounting and financial management responsibilities of the Project.

Specifically, he/she will work with the above to direct, manage and coordinate the financial management activities of the project in strict compliance with the requirements of the Agreement between IDA and the Government of Republic of South Sudan. Selection Criteria: The selection shall be conducted based on qualification and experience of the candidates and followed by an interview of the best successful candidates.The candidates must have: i) Advanced degree in accounting, finance or business administration (Accounting); ii) Professional qualification in financial management, registered by and attained final qualification in financial management related recognized professional body (e.g.

ACCA, CPA); iii) At least three years of post-qualification experience directly relevant to public sector and/or World Bank Projects' financial management; and iv) Experience of Project Financial Management in developing country. The assignment will extend for a period of one year with an option for extension subject to satisfactory performance. The Directorate of South Sudan Customs Services of the Ministry of Finance, Investment and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested individual consultants must provide information indicating that they are qualified to perform the Services.
