Project Background
The Federal Government of Somalia has received a grant from the International Development Association (IDA) of the World Bank toward the cost of the Regional Digital Integration Project (EA-RDIP). The Ministry of Communications and Technology (MoCT) in the Federal Government of Somalia is the implementing agency for the Regional Digital Integration Project (EA-RDIP) in Somalia.
The Ministry of Communications and Technology (MoCT) intends to apply part of the proceeds of these Grants to finance for the position of PIU- Gender Based Violence (GBV) Specialist. MOCT is looking to hire a qualified Gender Based Violence (GBV) Specialist to support providing technical expertise within the Project Implementation Unit (PIU) on the implementation of the GBV/SEAH prevention and response action plan and building on global best practices on addressing the risks of GBV. The Gender Based Violence (GBV) Specialist is part of the project implementation unit (PIU) based in Ministry of Communications and Technology in Mogadishu and she/he will report to the project coordinator of EA-RDIP.
The Regional Digital Integration Project (EA-RDIP) is to address connectivity needs for countries in the Horn of Africa region. The proposed program aims to advance the regional integration of digital markets in Eastern Africa through supporting cross-border connectivity, harmonization of data and e-commerce regulations and policies, and removal of trade barriers, with the vision of establishing a Single Digital Market (SDM). The EA-RDIP project has four components, as briefly described below:
- Component 1. Connectivity Market Development and Integration.
- Component 2. Data Market Development and Integration.
- Component 3. Online Market Development and integration.
- Component 4. Project Management and implementation.
Scope of Work
The PIU- Gender Based Violence (GBV) Specialist is aimed to provide technical support on GBV risk management requirements including additional identification of GBV risks, prevention, risk mitigation and response to GBV risks, including SEAH related to the project implementation. Qualifications and Experiences
Selection Criteria
The qualifications and experience of the successful candidate are set out below.
- A minimum of Bachelors degree in social science, sociology, gender, anthropology, community development, social work and other related fields. Masters degree preferred
- At least 6 years of professional work experience at the national/or regional levels with a focus on GBV, promoting gender inclusion, participatory approaches, feedback mechanisms and protection from sexual exploitation and abuse.
- Operational experience in the implementation of activities and approaches related to violence against women and children, sexual exploitation and abuse, GBV, gender and /or child protection is considered an asset.
- Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and good practices in the implementation of activities to prevent and address GBV matters.
- Proven experience in social assessment and experience at national and regional scales; designing and conducting independent assessment, study and evaluations, desk studies and/ or social research, development programmes and advocacy;
- Ability to identify implementation issues and operational challenges, and provide recommendations to remedy these issues to accelerate project delivery;
- Adequate understanding of human rights-based approach to development, gender equality, security risks, environmental sustainability, results-based management;
- Familiarity with World Bank’s guidelines on GBV related issues.
- Experience in training and capacity building of others in the above fields.
- Excellent computer skills: MS Word, Excel, PowerPoint, outlook and the internet.
- Good communication, analytical, writing skills, excellent proficiency in English and Somali and strong ability to write reports is required
Duration of the Assignment: The PIU- Gender Based Violence (GBV) Specialist will be engaged for a period of one (1) year subject to renewal on an annual basis based on satisfactory performance certified by MOCT and availability of funds.
The Ministry of Communications and Technology (MoCT) now invites eligible Individual Consultants to indicate their interest in providing these services. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The selection will be conducted in accordance with the procedures for selection of Individual Consultants set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated September 2023 (Procurement Regulations).
