This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014.
The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) for the Proposed South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the Human Resource Specialist consultancy service.
The assignment will last for a period of 12 Months with an option for extension subject to satisfactory performance expected to start May/June 2015.
The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR) that are stated under the scope of the assignment below.
Scope of the assignment:
- Develop HR management skills through training;
- Develop, implement and periodically update the Project HR Development Plan including preparing training plans, staff retention initiatives, remuneration practices, and providing implementation guidance;
- Conduct annual staff performance appraisal and recommended promotion and salary increment plans;
- Develop HR procedures for statistical research students to carryout internship in the MDAs and establish a placement strategy for graduates with degrees in statistics;
- Assist in the assessment/solicitation, preparation of Request For Proposal (RFP) and evaluation of the “Human Resources and Institutional Development” consulting firm selection;
- Assist in the implementation and monitoring of the performance of the individual staff and consultants;
- Liaise and coordinate with the relevant parties, including the HR Directorate, sector implementing institutions and development partners to ensure that the implementation of the consultant study recommendations(e.g. the recruitment/appointment process, performance monitoring and incentives etc.)are adhered to;
- Review and analyze introduced procedures and schemes and make recommendations as appropriate;
- Prepare reports on the status of the HR component implementation with a focus on progress, constraints, achievements and recommendations of the activities;
- Assist in responding to requests from the World Bank and other development partners for clarification of HR related policies and procedures;
- Prepare all HR requests for approvals to the World Bank and any other relevant authority;
- Maintain a record keeping and database system on all HR component activities for the project;
- Prepare monthly, quarterly and annual reports (see section 4 below);
- Mentor, guide and instruct HR Directorate staff and NBS Human Resources Specialist through on-the-job-training and design and deliver a training and capacity building program to staff working under the Human Resources Director and the NCT;
- Provide orientation for new staff joining the unit/institution and share relevant information pertaining to the NBS and/or the project; and
- Undertake any other function directly related to the efficient execution of the human resources component as directed by the NCT Team Leader.
Selection Criteria:
The candidate should have following qualifications and experience:
- Holds a Master or Bachelor degree with a major in a relevant discipline (e.g. Human Resource Management, Public Administration, Management, Business Administration, or other relevant technical field);
- Has a minimum of four years (with a Master degree) or five years (with a Bachelor degree) of direct relevant experience in Human Resources in the public or private sector or NGO;
- At least two years of relevant work experience in Human Resources under public sector is desirable;
- Demonstrates significant experience in the preparation of HR needs assessments, capacity building and training programs, HR development, career structure development schemes, salary scale etc;
- The applicant must be a South Sudanese national;
- Demonstrates strong communication skills and persuasiveness in presenting, negotiating and resolving complex issues, both orally and in written in English; and
- Knowledge of IT tools such as MS Word, Excel, PowerPoint, internet etc.

A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011.
