This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014.
The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) for the Proposed South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the Human Resource Specialist consultancy service.
The assignment will last for a period of 12 Months with an option for extension subject to satisfactory performance expected to start January 2015.
The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR) that are stated under the scope of the assignment below.
Scope of the assignment:
i. Develop, implement and periodically update the Project Human Resources Development Plan such as preparing training plans, staff retention and remuneration and providing implementation guidance;
ii. Development human resource procedure for statistical research students to carryout internship in the MDAs and establish statistics graduate placement strategy;
iii. Assist in the assessment/solicitation, preparation of RFP and evaluation of the "Human Resources and Institutional Development" Consulting firm selection;
iv. Assist in the implementation and monitoring of theperformance of the individual staff of NCT, MDA and consultants;
v. Liaison and coordinate with the relevant parties, including the Human Resources Directorate, sector implementing institutions and donors to ensure that the implementation of the consultant study, recommendation;
vi. Review and analyze introduced procedures, schemes and make recommendations as appropriate;
vii. Prepare reports on the status of the Human Resources component implementation with a focus on progress, constraints, achievements and recommendations of the activities;
viii. Assist in responding to requests from external donor partners, WB country offices, etc. for clarification of HR related policies and procedures;
ix. Prepare all HR requests for approvals to the World Bank and any other relevant authority;
x. Maintain a record keeping and database system on all human resources component activities for the project; Developed human resource management skill through training
xi. Mentor, guide and instruct HumanResources Directorate staff and NBS Human Resources Specialist through on-the-job-training and design and deliver a training and capacity building program to staff working under the Human Resources Director and the NCT
xii. Prepare monthly, quarterly and annual reports.
Selection Criteria:
The candidate should have following qualifications and experience:
(a) Holds a Master or Bachelor degree with a major in a relevant discipline (e.g. Public Administration, Management, Law, Business or Commerce, or other relevant technical field);
(b) Has a minimum of five years for the Master and eight years for the Bachelor of direct relevant experience in Human Resources in the public or private sector;
(c) Has at least two years of relevant work experience in Human Resources under donor funded/administered projects;
(d) Demonstrates significant experience in preparation of HR needs assessment, capacity building, training, human resources development, carrier structure development scheme, salary scale etc;
(e) Demonstrates strong communication skills and persuasiveness in presenting, negotiating and resolving complex issues, both orallyand in written in English; and
(f) Knowledge of IT tools such as MS word, excel, PowerPoint, internet etc.
