This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDB on 3rd July, 2014, 2014 and The Citizen on 3rd July, 2014 and The Juba Monitor on 4th July 2014.
The Government of the Republic of South Sudan (GRSS) has received a credit from the International Development Association (IDA) for the Proposed South Sudan National Strategy for the Development of Statistics (NSDS): Statistical Capacity Building Project, and intends to apply part of the proceeds towards the cost of the Information Communication Technology Specialist consultancy service.
The assignment will last for a period of 12 Months with an option for extension subject to satisfactory performance expected to start January 2016.
The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR) that are stated under the scope of the assignment below.
Scope of the assignment:
The Consultant shall do everything necessary to assist the National Bureau of Statistics and other MDAs to achieve the above-stated objectives; and in so doing, shall carry out all necessary tasks, including but not necessarily limited to the following:
i. Develop, implement and periodically update the Project ICT Development Plan such as preparing data management, software update and rollout,hardware and software maintenance, networking, technical training plansand providing implementation guidance;
ii. Advise onstaffing, resources and training necessary for the successful development of the ICT Department skills and to support the implementation of those proposals;
- Assist in the assessment/solicitation, preparation of RFP and evaluationof the "ICT needs assessment and strategy development" Consulting firm selectionand other related procurement matters;
- Assist in the implementation and monitoring of the consultants contracted assignment;
- Liaison and coordinate with the relevant parties, including the ICTDepartment, sector implementing institutions and donors to ensure that the implementation of theconsultant's study, recommendation, e.g. needs assessment, the formulation of standards, developmentof strategy and policy are adhered to;
- Review and analyze introduced standards, policy and make recommendations as appropriate;
- Provide support and advice to the Head of ICT Department on strategy and detailed workprogramming with regards to activities within the NSDS and NBS program framework for which the department is responsible;
- Prepare reports on the status of the ICT component implementation with a focus on progress, constraints, achievements and recommendations of the activities;
- Assist in responding torequests from external donor partners, WB country offices, etc. for clarification of ICT related policies and procedures;
x. Prepare allICT requests for approvals to the World Bank, development partners and any other relevant authority;
xi. Maintain a record keeping and database system on all ICT component activities and track all project-related assets;
xii. Mentor, guide and instruct ICTDepartment staff through on-the-job-training as well as design and deliver a training and capacity building program to staff working under the ICTDepartment and the NCT;
xiii. Provide advice on maintenance and acquisition of ICT hardware and software supplies;
xiv. Advise on formulating ICT standards, regulation and guidance including system security and risk management;
xv. Develop ICT procedures for statistical research students to carryout internship in the MDAs and establish ICT graduate placement strategy;
xvi. Prepare monthly, quarterly and annual reports related to ICT; and
xvii. Undertake any other function directly related to the efficient execution of the ICT component as directed by the NCT Team Leader.
Selection Criteria:
The candidate should have following qualifications and experience:
(a) Holds a Master or Bachelor degree with a major in a relevant discipline(e.g. ICT, Management Information System, or other relevant technicalfield);
(b) Has knowledge and usage of statistics application software;
(c) Has a minimum of four years for the Master and six years for the Bachelor of direct relevant experience in ICT in the public or private sector or NGO in designing and implementing solutions for projects, sectors with technical components – including supervising consultants and software developers; conducting business analysis, and supporting and coordinating project activities and management etc.
(d) Practical experiences in advising the creation and development of ICT in the management reform program;
(e) Demonstrates significant experience in preparation of ICT needs assessment, capacity building, training, ICT development, standard formulation, strategy development, applying technical solutions to address programmatic issues and implementation and monitoring of ICT related initiatives; and
(f) Demonstrates strong communication skills and persuasiveness in presenting, negotiating and resolving complex issues, both orally and in written in English.
