  • Responsibilities: The FM Specialist shall be responsible for all the financial management matters for SS-TSDRIP and in collaboration with the Project Implementation team shall ensure timely preparation and review of project annual budgets and cash forecasts, submission of Withdrawal Applications and Disbursements as well as capturing records and ledgers of all financial transactions using acceptable computerized accounting software. Additionally, the specialist will be required to support the preparation of the annual external project audit and follow up on any audit findings to further strengthen internal controls. Provision of regular financial management capacity-building support to the project and Government staff including arrangements and development of financial management knowledge transfer plan with clear milestones to be achieved within a specific timeframe will be mandatory. Finally, the specialist will be required to perform such other related duties as may be assigned by the Project Lead/Focal Person from time to time in continuance of the above responsibilities and shall be based in the Ministry of Roads and Bridges with frequent visits to the other Implementing Agencies and expected to do the following tasks. • Selection Criteria: The selection shall be conducted based on the qualification and experience of the candidates and followed by an interview of the best successful candidates. The candidates must have: (i) An Advanced (Masters) degree in accounting, finance, economics, business or any related fields from a recognized university; (ii) Relevant professional qualification such as ACCA, CPA or equivalent, and membership of a recognized professional accountancy body in good standing; (iii) At minimum of five years of post-qualification experience handling financial management responsibilities in the public sector and/or projects financed by development partners; (iv) At least three of the minimum five years of experience should be related to financial management responsibilities in projects funded by the World Bank or similar international organizations; (v) Good knowledge and application of relevant computerized accounting software such as QuickBooks / Navision or Pastel; (vi) Experience of Project Financial Management with international aid and development sector in FCV countries in sub-Sahara African is required; (vii) Excellent written and oral communication skills, in English, to deliver complex technical documents, and reports, and (viii) Excellent computer skills, including use of accounting software such as Navision, Quick books, IFMIS as well as MS Excel and Word is required
  • Duration: The assignment will be for a period of twelve (12) months with an option for extension subject to satisfactory performance. • The Ministry of Roads and Bridges and the Ministry of Transport now invite eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of the application (in person or by e-mail at the address given below). • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016; and revised November 2017, July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. • A Consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016; and revised November 2017, July 2018 and November 2020: Section VII.
