REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) Country: The Gambia Project: Second Additional Financing for Integrated Financial Management Information Systems Assignment Title: Short Term International Consultant To Develop Innovation Techniques For Modern Data Presentation And Dissemination, And Train GBoS Innovation Team Credit No.: 59040GM Project ID No. P159000 Assignment Reference # : IFMIS-AF2-C6- IC-09 The Government of The Gambia has received financing from the World Bank towards the cost of the Second Additional Financing for Integrated Financial Management Information Systems Project, and it intends to apply part of the proceeds to payments for consulting services of a Short Term International Consultant To Develop Innovation Techniques For Modern Data Presentation And Dissemination, And Train GBoS Innovation Team. The overall objective of the assignment is to recruit an International Consultant to guide GBoS in developing good Data Visualisations using innovative techniques and train GBoS Innovation Team to accurately visualise existing data using appropriate and modern visualisation tools. The consulting services shall be provided for a period of five (5) weeks spread over a maximum period of two months. The Ministry of Finance and Economic Affairs now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.). The short listing criteria are: • At least a Master’s degree in a discipline relevant to statistical data analysisor data mining and visualisation; • At least Five (5) years' experience relevant to data review, data analysis, data visualisation and presentation to specific audience, • Extensive experience in report writing; • Experience in organising short term training in data visualisation with the maximum outputs; • Experience in developing countries Africa is a definite asset; • Fluent English language communication skills. Other Competencies include: • Initiative, sound judgment and excellent interpersonal skills; • Solid analytical and verbal/written communication skills; • Results-oriented with superior analytical and target orientation skills; • Proven ability to adapt quickly to change and work under pressure; • Ability to identify key indicators in a creative and innovative manner that can influence decision-making; • Ability to work in and with multidisciplinary teams from diverse cultures, expertise and experiences. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers July 2014 edition. (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest A Consultant will be selected in accordance with Individual Consultant Selection method (IC) method set out in the Consultant Guidelines; World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers July 2014.
